decrease disparities in life outcomes for marginalized communities. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />DOES HEREBY RESOLVE AS FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares asfollows: <br />A. The Commercial Cannabis Operating Agreement template is hereby <br />amended to require the following minimum components of the Community <br />Benefit and Sustainable Business Practices Plan: <br />a. Requirements for local hiring and local sourcing. A minimum portion <br />(50 percent) of all employees, as specified in the Commercial <br />Cannabis Operating Agreement template, employed by a Santa Ana <br />commercial cannabis business shall reside in Santa Ana, and <br />reasonable efforts shall be made to secure local labor and sources for <br />construction. <br />b. Community reinvestment. All commercial cannabis businesses shall <br />commit to a plan for community reinvestment with metrics and <br />measurable results in the form(s) of local pathways to opportunities <br />for professional, entrepreneurial and career development; internships; <br />mentorship programs; community engagement; and/or community <br />contributions. <br />c. Sustainable business practices. All commercial cannabis businesses <br />shall commit to sustainable business practices, green building <br />methods and features, and other designs meant to reduce the impact <br />of commercial cannabis business activities on the environment. <br />d. A Social Equity requirement addressing employment and ownership <br />opportunities, training with the City's Workforce Development <br />program, and employee investment opportunities. <br />B. The City Manager is hereby authorized to continue to enter into and execute <br />the modified Commercial Cannabis Operating Agreement attached hereto <br />and incorporated as Exhibit A, with all businesses seeking to engage in <br />commercial cannabis business activity/activities in Santa Ana. <br />Section 2. In the event the City decides to expand the cannabis licensing <br />program sometime in the future or provides for an associated competitive process for <br />future licenses, the City Council hereby directs staff to incorporate mandatory <br />requirements for expedited processing and renewal assistance for low-income and <br />resident applicants, potential fee deferrals and staff assistance to such applicants. <br />Section 3. This action has been reviewed for compliance with the California <br />Environmental Quality Act (CEQA). Pursuant to CEQA Guidelines Section 15268, the <br />proposed actions are exempt from further CEQA review as executions of operating <br />Resolution No. 2019-xx <br />Page 2 of 3 75A-80 <br />
