The traffic report <br />concludes the site plan does not create any unsafe vehicle-pedestrian conflict points or on-site vehicle <br />queuing/stacking impacts. All project driveways and internal circulation have adequate curb return radii <br />for all motorists, including service, delivery and trash trucks to enter and exit the site safely. <br /> <br />Overall, the project would not have any significant traffic design or circulation hazards. <br /> <br />d) Result in inadequate emergency access? Less Than Significant Impact. Sunflower Avenue and <br />the existing circulation system adjacent to and serving the site would continue to provide adequate <br />access for emergency vehicle access. Police, fire, paramedic/ambulance and other emergency <br />vehicles would continue to have adequate access to respond to on-site emergencies. The proposed <br />project entrance at Sunflower Avenue and the two-way road along the east, north and west project <br />boundary that serves student drop-off and pick-up at Taft Elementary School north of the site would be <br />reviewed by the City, including the Santa Ana Police Department, and the Orange County Fire Authority <br />to ensure the main project entrance at Sunflower Avenue provides adequate driveway widths and <br />turning radius for emergency vehicles. The project would not significantly impact emergency access to <br />the site. <br /> <br />XVIII. TRIBAL CULTURAL RESOURCES: Would the project: <br /> <br />a) Listed or eligible for listing in the California Register of Historical Resources, or in a local <br />register of historical resources as defined in Public Resources Code section 5020.1 (k). <br />Potentially Significant Unless Mitigation Incorporated. As required by AB 52 and SB 18, the City <br />mailed letters to the area Native American Indians that are on record with the city that may have <br />cultural resources associated with the site. The Gabrieleño Band of Mission Indians – Kizh Nation <br />(Kizh Nation) submitted a letter to the City requesting consultation. <br /> <br />Because the project site lies within the ancestral tribal territory of the Kizh Nation, tribal cultural <br />resources could exist on the site. The City consulted with the Kizh nation on March 15, 2019 to discuss <br />potential impacts by the project on tribal cultural resources, if present. Based on that consultation, the <br />City and the Kizh Nation agreed to the following measures should tribal cultural resources be <br />uncovered during project grading and construction. <br /> <br />Mitigation Measure No. 12 The project developer shall retain a Native American Monitor of <br />Gabrieleño Ancestry to conduct a Native American Sensitivity Training for <br />construction personnel prior to commencement of any excavation <br />activities. The training session shall include a handout and focus on how <br />to identify Native American resources encountered during earthmoving <br />activities and the procedures followed if resources are discovered, the <br />duties of the Native American Monitor of Gabrieleño Ancestry and the <br />general steps the Monitor would follow in conducting a salvage <br />investigation <br />. <br />Mitigation Measure No. 13 The project developer shall retain a Native American Monitor of <br />Gabrieleño Ancestry to be on-site during all project-related, ground- <br />disturbing construction activities (e.g., pavement removal, auguring, <br />boring, grading, excavation, potholing, trenching, grubbing, and weed <br />abatement) of soils to a maximum depth of 10 feet below ground surface. <br /> <br />6-124
