<br />Legacy Sunflower Apartments Page 103 <br />Mitigated Negative Declaration – March 14, 2019 <br /> <br />Mitigation Measure No. 14 A qualified archaeologist and a Native American Monitor of Gabrieleño <br />Ancestry shall evaluate all archaeological resources unearthed by project <br />construction activities. If the resources are Native American in origin, the <br />Tribe shall coordinate with the developer regarding treatment and <br />curation of these resources. Typically, the Tribe would request reburial or <br />preservation for educational purposes. If archaeological features are <br />discovered, the archaeologist shall report such findings to the City of <br />Fountain Valley Planning and Building Director. If the archaeological <br />resources are found to be significant, the archaeologist shall determine <br />the appropriate actions, in cooperation with the City that shall be taken for <br />exploration and/or salvage in compliance with CEQA Guidelines Section <br />15064.5 (f). <br /> <br />Implementation of the recommended mitigation measures would reduce potent ial tribal cultural <br />resource impacts to less than significant. <br /> <br />b) A resource determined by the lead agency, in its discretion and supported by substantial <br />evidence, to be significant pursuant to criteria set forth in subdivision (c) of Public Resources <br />Code Section 5024.1. In applying the criteria set forth in subdivision (c) of Public Resources <br />Code Section 5024.1, the lead agency shall consider the significance of the resource to a <br />California Native American tribe. No Impact. As discussed in Section XVII. a) above, the project <br />would not have any impacts to any known or suspected Native American cultural resources. <br /> <br />XIX. UTILITIES AND SERVICE SYSTEMS: Would the project: <br /> <br />a) Require or result in the relocation or construction of new or expanded water, wastewater <br />treatment, or storm water drainage, electric power, natural gas, or telecommunication facilities, <br />the construction of which could cause significant environmental effects? Less Than Significant <br />Impact. The project would connect to the existing 12” water main that extends under the existing <br />sidewalk along the north side of Sunflower Avenue adjacent to the site. This existing 12” water line has <br />capacity to provide the required water supply and fire flow for the project without the need to cons truct <br />new water supply facilities or expand existing facilities. <br /> <br />There is an existing 78” sewer line in Sunflower Avenue adjacent to the site. The project proposes to <br />construct a new 8” sewer lateral in the southwest area of the site to connect with the existing 78” sewer <br />line in Sunflower Avenue. The proposed on-site 8” sewer lateral would collect all on-site wastewater <br />and discharge the wastewater to the existing 78” sewer in Sunflower. The existing 78” sewer line has <br />adequate capacity to serve the project. The Orange County Sanitation District has adequate capacity <br />treat the wastewater generated by the project without the need to construct new or expand existing <br />wastewater treatment facilities. <br /> <br />Existing electricity, natural gas and telecommunications facilities are located in Sunflower Avenue <br />adjacent to the site and currently serve the existing church. The utilities would have to be upgraded in <br />order to adequately serve the project. All required utility upgrades would be completed within existing <br />easements and none of the existing utilities would have to be relocated or upgraded that could result in <br />significant environmental impacts. The project would have less than significant impact to existing <br />water, sewer and wastewater facilities, storm drain, electrical, natural gas and telecommunication <br />facilities. <br /> <br />6-125
