<br />Legacy Sunflower Apartments Page 105 <br />Mitigated Negative Declaration – March 14, 2019 <br /> <br />that would significantly impact the life expectancy of either landfill that would serve the project. The <br />project would not have any significant solid waste impacts. <br /> <br />e) Comply with federal, state, and local management and reduction statutes and regulations <br />related to solid waste? No Impact. The City of Santa Ana complies with all federal, state, and local <br />statutes and regulations related to solid waste. The proposed project would not have any solid waste <br />impacts because all development in Santa Ana is required to comply would all applicable solid waste <br />statues and regulations and large quantities of solid waste would not be generated. <br /> <br />XX. WILDFIRE: If located in or near state responsibility areas or lands classified as very high fire <br />hazard severity zones, would the project: <br /> <br />a) Substantially impair an adopted emergency response plan or emergency evacuation plan? No <br />Impact. Based on review of the Very High Fire Hazard Severity Zones in Local Responsibility Areas <br />and State and Federal Responsibility Areas map, the City of Santa Ana is not located within a Very <br />High Fire Hazard Severity Zone.59 Furthermore, a review of the Fire Hazard Severity Zones in State <br />Responsibility Areas map, the City of Santa Ana is not located in a Moderate, High or Very High fire <br />hazard zone.60 The closest Moderate, High or Very High fire hazard zone to the project site is the open <br />space that extends along the south side of University Drive from Culver Drive east to Ridgeline Drive in <br />the City of Irvine and approximately four miles southeast of the project. The project would not impair or <br />impact any emergency response or emergency evacuation plan associated with an emergency <br />response to a fire in this specific Very High fire hazard zone or any other designated local, state or <br />Federal fire hazard zone in Orange County. <br /> <br />b) Due to slope, prevailing winds, and other factors, exacerbate wildfire risks, and thereby expose <br />project occupants to, pollutant concentrations from a wildfire or the uncontrolled spread of a <br />wildfire? No Impact. As discussed in section “XIX. a)” above, the project is not in a Moderate, High or <br />Very High fire hazard zone and the closest designated fire hazard zone is approximately four miles <br />southeast of the project. The project site and surrounding properties are generally flat with no <br />significant topographic relief and expose project occupants to wildfire risks. Santa Ana winds could <br />expose project occupants to smoke and other pollutants associated with wildfires located east of the <br />city. However, that exposure would not be site specific because much of the city and general <br />geographic area would be exposed and not the project specifically. The project would not expose <br />project occupants to pollutant concentrations from a wildfire due to slope, prevailing winds or other <br />factors. <br /> <br />c) Reguire the installation or maintenance of associated infrastructure (such as roads, fuel breaks, <br />emergency water sources, power lines or other utilities) that may exacerbate fire risk or that <br />may result in temporary or ongoing impacts to the environment? No Impact. The project would <br />be required to install fire sprinklers as required by the CBC. However, the project would not be required <br />to install and maintain any roads, fuel breaks, emergency water sources, power lines or other utilities to <br />protect the project and the immediate area from a wildfire because the project is not located in a <br />Moderate, High or Very High fire hazard zone. <br /> <br />d) Expose people or structures to significant risks, including downslope or downstream flooding <br />or landslides, as a result or runoff, post-fire slope instability, or drainage changes? No Impact. <br />As discussed in XIX “a” above, the project is not located within a Moderate, High or Very High fire <br />hazard zone.
