Because the project is not <br />located in a fire hazard zone or downstream of any hillsides of areas of topographic relief the project <br />would not expose either project residents or proposed structures to significant risks due to downstream <br />or downstream flooding or landslides due to post-fire slope instabilities. <br /> <br />XXI. MANDATORY FINDINGS OF SIGNIFICANCE: <br /> <br />a) Does the project have the potential to degrade the quality of the environment, substantially <br />reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below <br />self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or <br />restrict the range of a rare or endangered plant or animal, or eliminate important examples of <br />the major periods of California history or prehistory? No Impact. The project site is developed with <br />a church and surface parking lot. The existing vegetation on the site consists of introduced non-native <br />landscape plant species. There are no important plants or wildlife on the site that would be impacted <br />by the project. Similarly, there are no examples of California history or prehistory on the site or <br />suspected to be found on the site that would be impacted by the project. The project would not impact <br />biological or historical resources. <br /> <br />b) Does the project have impacts that are individually limited, but cumulatively considerable? <br />(“Cumulatively considerable” means that the incremental effects of a project are considerable <br />when viewed in connection with the effects of past projects, the effects of other current <br />projects, and the effects of probable future projects.) Less Than Significant Impact. The cities of <br />Santa Ana and Costa Mesa have identified projects that, along with the proposed project, could have <br />cumulative impacts. The identified cumulative projects within each city are shown in Table 30.
