A 5 dBA increase is considered to be "readily audible",
which seems to correlate most closely to a "substantial increase". For the purposes of this report, a
substantial permanent increase in ambient noise levels due to stationary noise sources shall be
considered 5 dBA Leq.

City of Santa Ana

Local Regulations

City of Santa Ana General Plan

The City of Santa Ana General Plan Noise Element includes noise related goal, objectives, and
policies. The goals, objectives, and policies that are applicable to the project are listed below.

Goal 1 Prevent significant increases in noise levels in the community and minimize the adverse effects
of currently-existing noise sources.

Objectives

1.1 Prevent creation of new and additional sources of noise.
1.2 Reduce current noise levels to acceptable standards.

Policies

Require consideration of noise generation potential and susceptibility to noise impacts in the sitting,
design and construction of new developments.
Require mitigating site and building design features, traffic circulation alternatives, insulation, and
other noise prevention measures of those new developments which generate high noise levels.
Sound insulate and/or buffer sensitive land uses such as housing from adverse noise impacts in
noise-prone areas.
Minimize noise generation in residential neighborhoods through control or elimination of truck traffic
and through-traffic from these areas.

6-96
