n <br />DELHICENTER <br />Building Health and Wealth <br />505 East Central Avenue <br />Santa Ana, CA 92707 <br />(714)481-9800 <br />(714) 481.9898 FAX <br />www.delhlcentecorg <br />September 4, 2019 <br />Dear Mayor Pulido and Santa Ana City Council: <br />I am writing in support of THRIVE Santa Ana, the fast Community Land Trust (CLT) in Santa <br />Ana, promoting development based on local needs, local vision and local participation. <br />On May 1, 2018, THRIVE entered into an Exclusive Negotiating Agreement with the City of <br />Santa Ana for the acquisition of a 1/a acre parcel at the corner of Walnut and Daisy. Over 9 neighborhood <br />meetings and outreach events were conducted during Spring and Summer collaboratively design a <br />community Micro -farm at the site. On June 30th, THRIVE submitted its initial site plan to the City and <br />has been working with the City's Plamning Department to navigate zoning and building codes. THRIVE <br />hopes to finalize a Development and Disposition Agreement with the City in October 2019. <br />The Walnut and Daisy Micro -Farm proposed by THRIVE should be recognized as a public benefit <br />project. This community -driven business and gathering space will benefit the local neighborhood with <br />opportunities for physical activity and economic growth, while promoting healthy lifestyles. The project <br />will result in the provision of direct services and community benefits and will also create a powerful <br />example of resident -driven economic development. <br />Over IZDV <br />" cities and diverse communities in the United States are using the CLT model to make <br />development projects more equitable and sustainable. CLTs have demonstrated effectiveness in <br />strengthening the US economy, especially in neighborhoods of need. During the foreclosure crisis, CLTs <br />outperformed other types of housing, with far fewer foreclosures and higher rates of secure <br />homeownership. As platforms for development, CLTs bring together residents, developers, and City <br />officials — something that is urgently needed throughout Santa Ana. <br />We ask that you approve the extension of THRIVE's Exclusive Negotiation Agreement with the <br />City for the Walnut/Daisy project, and direct staff to work together with THRIVE to draft a Development <br />and Disposition Agreement that leads to CLT ownership of the land and to CLT receiving credit for cost <br />savings to the City that will result over time. The importance of ownership in building community wealth <br />is now well understood and accepted.
