LAW OFFICE OF KARA E. GRANT <br />RK 15528 <br />Rage 5 <br />I S.There needs to be a traffic safety analysis of the intersection of North Tustin Avenue <br />at 4`h Street. This intersection has a significant amount of peak hour and daily traffic <br />and any increase in traffic generated by the proposed project could potentially <br />Increase the collision rate at this intersection. RK has performed a review of the <br />collisions at this intersection and the collision rate is significantly higher than would <br />be expected at this type of intersection. The ten year average collision rate at this <br />intersection is 037 collisions per million entering vehicles, whereas the expect rate is <br />0.24 collisions per million entering vehicles- Furthermore the most recent collision <br />rate during the past three years (2016-2018) the collision rate has increased to 0.43 <br />collisions per million entering vehicles. A further traffic collision analysis should be <br />performed at this intersection to determine the cause of these collisions and if so <br />what mitigation measures should be considered for this intersection, since the <br />project will contribute additional traffic to this location. The collision rates and <br />SWITRS data used in this analysis is included in Appendix B. <br />NOISE IMPACT ASSESSMENT <br />No preliminary noise study was conducted for the proposed project to prove that it <br />is feasible from a noise impact standpoint. Although the project has been <br />conditioned to prepare a study prior to building permits, a preliminary noise study <br />should be prepared to ensure that the project would not have a significant noise <br />impact to the surrounding areas. Typically noise studies for Express Car Washes are <br />required during the entitlement process, not after the project is approved. Car <br />washes generate a significant amount of noise at both the exit and entrance to the <br />car wash tunnel and at the vacuum stations. This has to be assessed in advance of <br />approval of the project to determine if any mitigation measures need to be <br />implemented and if they are feasible- <br />2. The car wash tunnel is located at the very south end of the site directly adjacent to <br />an existing office building that includes medical uses 4i-e- dentist office, etc.). These <br />are noise sensitive land uses and high noise levels can be very disturbing to the <br />medical uses. RK has measured noise levels that approach 95 dBA at the opening of <br />a car wash tunnel and over 90 dBA at the vacuum stations-, this is a significant <br />amount of noise. Attached are our measurements at a comparable car wash facility. <br />A noise assessment is needed before the project is approved to determine the <br />impacts to the adjacent sensitive uses and whether it is feasible to mitigate the noise <br />generated from the project. <br />engineering <br />grDnp, Inc. <br />75A-71 <br />
