required to implement fire protection design features per California building and fire code regulations that <br />would reduce potential fire hazards. Cumulative increased demands for services would also be offset by <br />the City of Santa Ana fire facilities fee that is required for each development project. <br />As detailed in DEIR Section 4.11, Transportation and Traffic, the Project would not result in cumulative <br />traffic impacts in both years 2020 and 2040. The roadway segments and intersections near the Project site <br />and Fire Stations 70 and 71 would continue to operate at satisfactory LOS. Therefore, the vehicular trips <br />generated by operation of the proposed Project would not result in a substantial increase in emergency <br />response times that could cumulatively combine with other development projects in the City, and impacts <br />related to emergency response times from Fire Stations 70 and 71 would be less than cumulatively <br />considerable. <br />Because 4 of the City's 10 existing fire stations exist within 2.5 miles of the Project site, and related <br />projects would be subject to the same impact fees that provide funding for additional equipment and <br />staffing, and fire safe construction requirements, impacts related to fire services from the proposed Project <br />would not combine with other related projects to result in a cumulative impact related to the need for new <br />or physically altered fire service facilities. <br />For these reasons detailed in the DEIR, the Project's cumulative effects relating to fire protection services <br />would not be cumulatively considerable when considered with past, current, and future probable projects. <br />(DEIR, pp. 4.10-5.) This conclusion also applies, for the same reasons, to the Modified Project. <br />Police Services <br />The Project would result in an incremental increase in demands on law enforcement services and based <br />on the Police Department's 2016 staffing of 1.04 officers per thousand population, the proposed Project <br />would require one additional officer for the Department's Northeast District that serves all areas of the <br />City north of First Street and East of Flower Street. <br />In addition, the DEIR estimates that the cumulative projects would require an additional 3 officers to <br />maintain the City's existing officers to population ratio. The addition of less than 1 officer from the <br />proposed Project and 2 officers from the other projects within the Police Department's Northeast District <br />would not require the need for, new or physically altered police protection facilities. <br />For these reasons detailed in the DEIR, the Project's cumulative effects relating to police services would <br />not be cumulatively considerable when considered with past, current, and future probable projects. (DEK <br />pp. 4.10-8 through 4.10-9.) This conclusion also applies, for the same reasons, to the Modified Project. <br />Parks and Recreation <br />The proposed Project would provide onsite recreational facilities for residents that would meet many <br />recreation and park needs of Project residents. In addition, the Project would be required to pay park fees <br />to offset usage of existing park and recreation facilities. The cumulative projects within the City of Santa <br />Ana would also be required to provide park and recreational facilities and/or pay in -lieu fees as required <br />by each city, which are implemented to preserve an appropriate balance between the demand by residents <br />for use of park and recreational facilities, and as a result reduce cumulative effects of each project.
