10.3 Military Leave <br />A. Proof of Orders and Reinstatements <br />An employee shall be granted military leave if he/she furnishes the Executive <br />Director of Human Resources satisfactory proof of his/her order to report for duty. <br />Upon return and upon showing of proof of actual service pursuant to such orders, <br />he/she will be reinstated as provided in Section 143 of the City's Civil Service <br />Rules and Regulations. <br />B. Temporary Leave <br />Members of the reserve forces of the United States or the National Guard granted <br />temporary leave when ordered to duty will be granted leave with pay not to exceed <br />thirty (30) working days in each calendar year after one (1) year of service with the <br />City upon presenting satisfactory proof of orders to and from such temporary active <br />duties. <br />10.4 Examination Leave <br />Employees participating in examinations conducted during their normal working hours for <br />positions in the competitive service of the City will be granted leave with pay for the time <br />actually required without loss of any accrued paid leave. <br />10.5 Unauthorized Absence <br />Unauthorized absence from duty for any duration of time may be considered cause for <br />dismissal. Absence from duty without approved leave for five (5) consecutive working <br />days shall be deemed a resignation from the service; provided, however, if the employee <br />returns to work and provides an explanation for such absence which his/her Department <br />Head finds satisfactory, the Department Head may restore the employee to his/her position, <br />with the City Manager's approval. <br />10.6 Authorized Absences Without Pay -Short Term <br />Absence without pay not to exceed five (5) consecutive work days may be authorized by <br />the Department Head. Absence without pay up to fifteen (15) calendar days may be <br />authorized by the Department Head with the approval of the City Manager. Such an <br />absence may be authorized only if in the judgment of the Department Head it serves the <br />best interest of the City. <br />10.7 Authorized Absence Without Pay -Long Term <br />Upon receipt of a written request from an employee having permanent status and <br />recommendation of approval by the Department Head, the City Manager with <br />recommendation from the Executive Director of Human Resources may grant a leave of <br />2019-2022 MOU City of Santa Ana & SEIU Full -Time Employees Unit {{�� Page 62 <br />��J��� <br />
