REQUEST FOR PROPOSAL <br />Water Resources Construction Management and Inspection Services.` <br />='P (RFP NO. 19-118) <br />Key Personnel Michael Baker has delivered 65 projects for the City of Ana and 7,043 projects within Orange County. With the combined <br />214years of experience of the project team, we will be able to support any need the City may have throughout the duration <br />of the contract. <br />Michael Baker's CM team possesses over 215 combined years of <br />experience in public works construction. Chances are, that no matter <br />what they encounter in the field, they have seen it before. We realize <br />that the success of a construction project often depends on our Team's <br />ability to proactively anticipate, identify, and address potential challenges <br />before they arise and then resolve them before they have a chance to <br />impact the budget and schedule. We have the right people for your on - <br />call assignments and they stand ready to commence work immediately <br />and to complete the work within the desired time frame and allotted <br />budget. <br />Leadership is important to the successful management of any contract, <br />even more so on contracts that require potential multiple task orders <br />and services. Successful project delivery starts with assigning a skilled <br />manager who is responsive to the needs of the client and builds an <br />effective team. <br />Michael Baker has selected Kieler Smith, PE, CCM, QSP/D, a <br />Construction Manager with Michael Baker, as the Project Manager <br />based upon his strong management abilities and comprehensive <br />background with similar contracts. Combining his more than 12 years <br />of experience, with a proactive leadership style and eye for innovation, <br />means that this Team will effectively and efficiently deliver high -quality <br />services. Kieler is responsible for managing Construction Managers <br />and Inspectors on projects of various levels of complexity and intensity. <br />During his career spanning over a decade, he has been responsible for <br />over $100 million dollars of public works construction projects including <br />sewer rehabilitation, CIPP lining, lift stations, pump stations, wells, water <br />treatment plants, reservoirs, water and sewer lines, SCADA, and storm <br />drains. <br />Following are the qualifications of our key team members. Resumes for <br />our entire Team are included in the Appendix. <br />KIELER SMITH, PE, CCM, QSD/P <br />Project Manager/Construction Manager <br />With over 12 years of engineering, CM, and inspection <br />experience, Kieler Smith is well -versed in local <br />regulations and American Public Works Association <br />(APWA) and American Water Works Association <br />(AWWA) standards. As a proven construction manager, <br />his recent projects include the Marshall R. Bowen Pumping Plant No. 2 <br />Replacement, constructability reviews for Walnut Water Pump Station, <br />and many other projects for public agencies such as Mesa Water <br />District, South Coast Water District and Long Beach Water District. <br />Kiefer will serve as the responsible representative and will remain in <br />responsible charge of the Michael Baker's duties from Notice to Proceed <br />(NTP) through project completion, as he has done on numerous <br />previous projects. He will research materials, components, construction <br />methods, costs, and schedules thoroughly and he will swiftly analyze the <br />validity any potential change requests and thereby defend the City from <br />unwarranted costs and potential schedule delays. His vast knowledge <br />and experience in managing the daily activities of contractors, <br />inspectors, designers, utility representatives, and field survey crews will <br />ensure continuity between design and construction. <br />Kieler will be the primary point -of -contact with the City's project manager <br />and other project team members. He will review project specifications, <br />and schedules; manage the project consistent with project specifications <br />and industry practices; and evaluate Contractor performance. Kieler <br />will provide innovative, creative, cost -reducing alternatives to project <br />challenges; construction oversight; manage daily and monthly <br />schedules; comply with regulatory requirements; ensure a successful <br />startup; and supervise and monitor the Contractor on daily operations. <br />He will report the construction budget and any change orders to the <br />City with documentation and justification. Kieler will also ensure that <br />the work is completed on time, within budget, and that the City's needs <br />are met. His civil engineering degree; experience in similar structures, <br />facilities, and street improvement projects; and "whatever it takes to get <br />it done properly" approach will help successfully deliver the project to <br />completion. <br />Proposal I Page 4 Water Resources RFP No. 19-118 <br />INTERNATIONAL <br />
