ARTICLE XX <br />20.0 MISCELLANEOUS PROVISIONS <br />20.1 Full -Time Eligible Lists <br />Part-time civil service employees, upon their written request, shall be placed on the full- <br />time transfer eligible list for the classification in which they are employed. The City will <br />submit the names of employees wishing to convert to a full-time position for consideration <br />to any department hiring for vacancies in the classification. Certification from that list shall <br />be in accordance with all existing Civil Service rules. <br />20.2 Joint Labor Management Teams <br />The City and the Union agree to form Joint Labor Management teams for the purpose of <br />exploring issues of mutual concern, including discussion onjob family/career ladders. Each <br />team shall be comprised of an equal number of labor and management employees and shall <br />be chaired by the Employee Relations Manager. In no case shall the activity of a team <br />create a delay or hindrance to the ongoing operation of the City. The City and the Union <br />shall hold a meeting upon the City's or Union's written request to meet. <br />2 0. 3 Performance Appraisals <br />Non -probationary performance appraisals not completed within six (6) months of the due <br />date shall be stayed and the employee shall next become subject to evaluation upon the end <br />of the evaluation period next following. Provided that merit advance performance <br />appraisals shall be completed in accordance with Section 4.8 — Advancement within <br />Ranges. <br />2019-2022 MOU City of Santa Ana & SEW Part -Time Civil Service Employee j Page 70 y <br />20C-73 <br />
