Civil Engineering <br />He has prepared numerous planning and design projects for CDBG, SRF, <br />LICENSES/ <br />BECC, NADBank, Proposition 50, Proposition 84, and USDA for numerous <br />CERTIFICATES <br />communities along the California/Mexico border and throughout the state. <br />Civil Engineer (CA) <br />No. C66067 <br />project Experience <br />............................................................................................................................................................................... <br />LEEDAP <br />Water and Wastewater Master Plan and Rate Study <br />AVAILABILITY <br />CITY OF EL CENTRO I EL CENTRO, CA <br />40% <br />Mr. Owens developed the water portion of the master plan, including <br />demographic projections, description and evaluation of existing facilities, <br />identification of deficiencies, development of solution alternatives, evaluation <br />and recommendation of alternatives, and development of a capital <br />improvement plan with projects totaling more than $10M. He determined <br />necessary rate changes to customers working with City staff to finalize the <br />capital improvements schedule, personnel additions, existing and projected <br />debt service, and other expenses. <br />Lucerne Valley Water and Wastewater Preliminary Planning Document <br />LUCERNE VALLEY, SAN BERNARDINO COUNTY, CA <br />Project Manager. Mr. Owens served as Project Manager for a preliminary plan <br />of conceptual layout development for a proposed water and sewer district <br />east of Victorville. He researched and presented data on groundwater quality, <br />existing facilities, and potential users. He oversaw estimate of current water <br />demand and wastewater generation, as well as projection of demands in <br />proposed district boundaries. <br />Amendment to Preliminary Engineering Report: <br />NILAND SANITARY DISTRICT I NILAND, CA <br />Mr. Owens prepared amendment to the preliminary engineering report <br />and environmental documentation to receive $800,000 in grant funding <br />for construction. Worked with Imperial County Planning and Development <br />Department to obtain grant for design of wastewater improvements. He <br />also served as the project manager for cleaning and video inspection of <br />approximately 15,000 LF of gravity sewer pipeline. <br />Ocotillo Water Pipeline Improvements <br />COYOTE VALLEY MUTUAL WATER COMPANY <br />Mr. Owens oversaw the geotechnical investigation, topographical and mapping <br />survey, and civil drawings of a 5,000 LF potable water pipeline that connects <br />two water companies in Imperial County. Mr. Owens helped the water <br />companies secure more than $800K in grant funds from the County Planning <br />N V 5 Department and USDA to pay for the pre -design, design and construction. He <br />also coordinated the bridge loan to support the design and bidding stages. <br />
