Aa <br />MEMORANDUM <br />Kristine Ridge <br />To: City Manager Date: <br />Nabil Saba, P.E. <br />Executive Director <br />From: Public Works Agency <br />Subject: Homeless Services Agreement Amendments <br />29, 2020 <br />In October 2019, the Public Works Agency coordinated the award of two emergency homeless service <br />contracts of $250,000 each, to two contractors to supplement the Quality of Life Team's (QOLT) efforts <br />in providing homeless encampment and debris clean up services. With these Contractors, QOLT <br />operations have increased service levels by increasing coverage to seven days a week, during <br />evenings, late -nights and weekends. These funds will be exhausted by the end of May 2020. <br />As part of the Mid -Year Budget Update on February 18, 2020, the City Council approved $80,000 of <br />additional General Funds for continued homeless contractor services that would ensure services <br />through the end of the fiscal year. <br />The funding will be allocated in the following manner to each contractor until funds are exhausted: <br />• $35,000 to Landscape West Management Services; and <br />• $45,000 to Sureteck Industrial & Commercial Services, Inc. <br />The contract amendments attached to this memorandum are as follows: <br />1. First Amendment to Sureteck Agreement <br />2. Second Amendment to Landscape West Agreement <br />We are requesting your administrative signature authority as the Director of Emergency Services <br />in order to expedite the process and prevent disruption of homeless services. <br />If the amendments are not approved administratively, a Request for Council Action is scheduled for <br />City Council review on May 19, 2020. <br />Additionally, staff has submitted a General Fund Supplemental Budget Request for $1 Million as part <br />of the City's Fiscal Year 2020-21 Budget process to secure a multi -year homeless services contractor. <br />Approval of this funding request will be required in order for the City to continue with the current <br />homeless service level. A Request for Proposals is being prepared and will be released in May 2020 <br />with an anticipated City Council hearing and start day in July 2020.
