L w FAIRVIEw BRIDGE REPLACEMENT AND STREET IMPROVEMENTS INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />J' (9TH STREET TO 16TH STREET) PROJECT <br />MAY 2020 <br />SANTA ANAL CALIFORNIA <br />Mitigation Measure TR-1, potential impacts to emergency response and evacuation plans during <br />construction would be reduced to less than significant. <br />The proposed Project is anticipated to improve traffic along Fairview Street once the <br />improvements are operational. Therefore, the completed Project should have a beneficial <br />impact on emergency services response times in the Project area and vicinity. The proposed <br />Project would not generate demand for fire protection, and no additional or expanded facilities <br />would be needed. Therefore, impacts to emergency services related to fire protection would be <br />less than significant with mitigation incorporated. <br />ii. Police protection? <br />Less Than Significant with Mitigation Incorporated. As discussed under Response 3.14.2(a)(i) <br />above, the proposed Project would result in improvements to an existing roadway and would <br />not result in any new land uses that would require police protection. Fairview Street is currently <br />used by the Santa Ana Police Department to access land uses in this part of Santa Ana. The <br />proposed Project would reduce congestion along Fairview Street. No long-term road closures <br />and no closures during peak travel hours are anticipated through the Project area during <br />construction of the proposed improvements, and at least one through -traffic lane in each <br />direction would be kept open at all times. However, construction activities may temporarily <br />restrict local vehicular traffic, which could affect emergency response or evacuation. A TMP is <br />needed to ensure that adequate emergency response and evacuation will be maintained. <br />Mitigation Measure TR-1, provided later in Section 3.17, Transportation, requires that a TMP be <br />developed during final design to address impacts to local circulation during construction, <br />including emergency access. The TMP would require that emergency service providers be <br />notified prior to Project construction regarding any temporary limitations to emergency access. <br />Therefore, with implementation of Mitigation Measure TR-1, potential impacts to emergency <br />response and evacuation plans during construction would be reduced to less than significant. <br />The proposed Project is anticipated to improve traffic operations along Fairview Street once the <br />improvements are operational. The proposed Project would not generate demand for police <br />protection, and no additional or expanded facilities would be needed. Therefore, impacts to <br />emergency services related to police protection would be less than significant with mitigation <br />incorporated. <br />iii—v. Schools, Parks and Other Public Facilities? <br />No Impact. The proposed Project would not generate an increase in population and, therefore, <br />would not result in the need for new or expanded school facilities, parks, or libraries. As <br />discussed in in Section 3.16, Recreation, the Project would not alter the function of the SART or <br />Fairview Triangle during construction or operation. Therefore, there would be no Project -related <br />impact to schools, parks, or libraries.
