Result in inadequate emergency access? <br />❑ <br />® <br />❑ <br />❑ <br />3.17.1 Existing Setting <br />The analysis in this section is based on the TIA60 (Appendix A), which summarizes the intersection <br />LOS calculations using the intersection capacity utilization (ICU) methodology for signalized <br />intersections and Highway Capacity Manual (HCM) methodology for unsignalized intersections, <br />consistent with the City's Circulation Element and Capacity Calculations and Level of Service <br />Standards. The traffic analysis analyzes the existing (2017) condition and future year (2021 and <br />2040) No Project and Plus Project conditions for the proposed Project. <br />The City's Circulation Element and the Orange County Transportation Authority Master Plan of <br />Arterial Highways (MPAH) identify Fairview Street between Civic Center Drive and 17th Street <br />(including a bridge over the Santa Ana River) as a six -lane, divided Major Arterial. The bridge <br />currently provides two lanes in each direction. The segment of Fairview Street to the north of 16th <br />Street currently provides two lanes in each direction, with the exception of a three -lane southbound <br />segment between Avalon Avenue and Bolivar Circle. Fairview Street south of 9th Street currently <br />provides three lanes in each direction. Fairview Street has a posted speed limit of 45 mph on <br />segments north and south of the bridge. <br />Sidewalks exist on both sides of Fairview Street, with the exception of the segment on the bridge. <br />Bicycle facilities, such as bicycle lanes, do not exist on Fairview Street; however, the SART runs along <br />the Santa Ana River's eastern bank and has access points to both the northbound and the <br />southbound sides of Fairview Street at the southern end of the bridge. The trail on the Santa Ana <br />River's western bank does not have direct connections to Fairview Street. <br />Consistent with the intersection analysis methodology, existing intersection LOS was calculated for <br />the five study intersections. To calculate the daily roadway LOS, existing daily traffic volumes along <br />the roadway segments between the study intersections were compared against the design <br />capacities of each segment.
