L /\ FAIRVIEw BRIDGE REPLACEMENT AND STREET IMPROVEMENTS <br />J" (JTH STREET TO 16TH STREET) PROJECT INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />SANTA ANA, CALIFORNIA MAY 2020 <br />Because the Project would add lane capacity to the Fairview Street bridge, some traffic currently <br />using other routes would use a widened Fairview Street bridge, which would increase VMT in the <br />area. On the other hand, the improved bridge may attract additional pedestrians and bicyclists due <br />to added sidewalks and bikeways. Therefore, the proposed project would support nonmotorized <br />travel. As such, the proposed Project would not conflict or be inconsistent with State CEQA <br />Guidelines section §15064.3, subdivision (b). Impacts would be less than significant, and no <br />mitigation is required. <br />c. Would the project substantially increase hazards due to a geometric design feature (e.g., sharp <br />curves or dangerous intersections) or incompatible uses (e.g., farm equipment)? <br />Less Than Significant Impact. The Project segment of Fairview Street bridge and the SART do not <br />currently include hazardous design features, and operations of those facilities do not include any <br />incompatible uses. The proposed Fairview Street bridge and SART modifications would be designed <br />and constructed consistent with applicable CBC and Caltrans seismic design standards and would <br />not include hazardous design features or incompatible uses. The construction of the proposed <br />improvements would be completed with materials consistent with standard City requirements. <br />Therefore, construction and operation of the proposed Project would not increase hazards due to a <br />design feature or incompatible uses. This impact would be less than significant, and no mitigation is <br />required. <br />d. Would the project result in inadequate emergency access? <br />Less Than Significant with Mitigation Incorporated. There are no hospitals, fire stations, or police <br />stations on the Project segment of the Fairview Street bridge. However, Fairview Street provides a <br />direct north -south route across the Santa Ana River in Santa Ana. Construction of the proposed <br />Project would require temporary closure of one travel lane at a time on the bridge, which would <br />temporarily delay local vehicular traffic and could temporarily affect emergency responders. <br />Coordination with emergency responders with respect to reducing delays and identifying detour <br />routes would avoid significant impacts with regards to emergency access. This requirement is <br />included as part of the TMP specified in Mitigation Measure TR-1. Therefore, with implementation <br />of Mitigation Measure TR-1, the proposed Project would not result in inadequate emergency access. <br />3.17.3 Mitigation Measures <br />Mitigation Measure TR-1 Transportation Management Plan. During the construction phase, <br />the Construction Contractor shall be required to submit a TMP to <br />the City of Santa Ana (City) Director of Public Works, or designee, <br />for review and approval. During construction, the City Director of <br />Public Works, or designee, shall require the Construction Contractor <br />to adhere to all requirements of the Traffic Management Plan <br />(TMP).
