CALIFORNIA <br />then permanently relocated to the new bridge, which could halt water service for approximately <br />3 hours. Although standard construction procedures would be employed to avoid accidents or <br />excessive disruptions to water service, there is a potential for an extended loss of water service. <br />Any relocation of water facilities would occur during the construction phase such that water <br />services are permanently maintained. To avoid any significant impacts to water service or other <br />utilities during the construction phase, coordination with utility providers and completion of an <br />updated utility search to determine utility conflicts that would require protection in -place or <br />relocation are necessary. Any modifications to utility facilities are required to be coordinated <br />with the applicable utility provider to minimize the risk of disruption of services and damage to <br />the facilities, to ensure advance notification of any temporary service disruptions to the public, <br />and to protect the safety of the construction workers and the general public. These <br />requirements are specified in Mitigation Measures UTL-1 and UTL-2. Therefore, with <br />implementation of Mitigation Measures UTL-1 and UTL-2, the relocation or construction of new <br />water facilities would not cause significant environmental effects. <br />The proposed Project would not result in any new land uses that would consume water or <br />generate wastewater. Water would be used during construction to reduce fugitive dust in <br />compliance with SCAQMD Rules 402 and 403 and during operation for landscape irrigation. <br />Landscaping would include native trees and low -water -use shrubs along Fairview Street, which <br />would not demand a substantial increase in water used for irrigation in comparison to existing <br />conditions in the Project area. The amount of water used during construction and operation <br />would be minimal, and water use during construction would cease when construction is <br />completed. No wastewater would be generated as a result of construction or operation of the <br />proposed Project. <br />Stormwater Drainage. The proposed Project would improve the river hydraulics upstream of <br />the bridge by lowering the water surface elevation and reducing the length of the subcritical <br />flows by approximately 300 ft. Therefore, implementation of the proposed Project would have a <br />beneficial effect on the flood control functions of the surface waters upstream of the Project <br />area. A 60-inch storm drain exists from 17th Street to the northwest corner of the bridge, which <br />has an outlet and drains into the Santa Ana River. However, the proposed Project would avoid <br />impacting the storm drain outlet into the Santa Ana River. Additionally, the proposed Project <br />would maintain the overall drainage patterns in the Project area and would not substantially <br />increase the rate or amount of surface runoff in a manner that would result in on -site or off -site <br />flooding. Therefore, the proposed Project would not result in the need for new storm water <br />drainage facilities or the expansion of existing facilities. <br />Electric Power and Natural Gas. As discussed in Response 3.6.2(a), energy usage on the Project <br />site during construction would be temporary in nature and would be relatively small in <br />comparison to available energy sources. Once operational, the proposed Project would not <br />require the consumption of natural gas. Electric power associated with the proposed Project <br />would only be associated with minimal electricity consumption associated with lighting along <br />the Project segment. As such, implementation of the proposed Project would not result in a <br />long-term substantial demand for electric power and natural gas. However, there is the <br />potential for relocation of one or more utility poles along the Project alignment.
