The County of Orange offers <br />the following comments for your consideration. <br />L-1-2 <br />L-1-3 <br />All work, within or adjacent to any Orange Flood <br />County Flood Control District (OCFCD) right-of-way for <br />flood control facilities, shall be conducted so as not to <br />adversely impact a channel's conveyance, capacity, <br />structural integrity, hydraulic flow conditions, access <br />and maintainability. Furthermore, all proposed projects <br />within OCFCD's right-of-way should be reviewed and <br />approved by OC Public Works, and the work should be <br />conducted only after an encroachment permit has been <br />obtained. For information regarding the permit <br />application process and other details, please refer to <br />the Encroachment Permits Section link on OC Public <br />Works' website <br />http://www.ocpublicworks.com/ds/permits/encroach <br />ment_permits <br />It is acknowledged in the Draft Initial Study/Mitigated <br />Negative Declaration provided a River Hydraulics <br />Analysis as an appendix. However, the information <br />provided was not detailed enough to confirm that the <br />proposed project has minimal affects to the Santa Ana <br />River. Detailed technical reviews and approvals for the <br />proposed work will be accomplished within the permit <br />process described above. In addition, all hydrologic and <br />hydraulic studies must conform to the current <br />guidelines and criteria as specified in the Orange <br />County Hydrology Manual (OCHM), Addendum No.1 to <br />the OCHM, and the Orange County Flood Control <br />RESPONSE TO COMMENTS <br />MAY 2020 <br />This comment is introductory and introduces ensuing <br />comments. <br />The comment does not contain any substantive statements or <br />questions about the environmental analysis or conclusions <br />contained in the IS/MND or the analysis therein. Therefore, no <br />further response is necessary. <br />The City will obtain an encroachment permit from the <br />County prior to commencement of construction. Section 1.0 <br />Project Description, Item #10 (page 1-13) of the IS/MND, <br />identifies the need for an encroachment permit from the <br />County. <br />As identified above, the City will obtain an encroachment <br />permit from the County prior to commencement of <br />construction.
