EIR No. 2020-01, GPA No. 2020-02, & AA No. 2020-01 — The Bowery Mixed -Use Development <br />May 26, 2020 <br />Page 3 <br />areas, and playgrounds to serve the park and recreational needs of the future project's residents <br />and employees. <br />In addition to the onsite open space being provided, the applicant will also pay the required in - <br />lieu parks fees to the City, which are estimated to be $4,173,738. These park fees are placed in <br />a special fund (Park Acquisition and Development Fund) and are used by the Parks, Recreation <br />and Community Development Services Agency for the acquisition, construction and renovation <br />of park and recreation facilities to reach the City's goal of providing two (2) acres of public park <br />and/or recreational area per 1,000 residents. <br />Lastly, as part of the comprehensive General Plan update underway, the City is closely <br />examining future public park opportunities in the 55 Freeway/Dyer Road focus area. Should <br />future residential and commercial opportunities be identified in the update for this area, the City <br />will pursue programs to develop future parkland and recreation opportunities to serve future <br />residents, employees, and visitors to the area. <br />Conclusion <br />Based on the analyses provided within this report and attachments, staff recommends that the <br />Planning Commission recommend that the City Council adopt a resolution certifying Final <br />Environmental Impact Report No. 2020-01 (SCH No. 2019080011), including adoption of <br />environmental findings of fact pursuant to the California Environmental Quality Act, adoption of a <br />Statement of Overriding Considerations, and adoption of a Mitigation Monitoring and Reporting <br />Program; a resolution approving General Plan Amendment (GPA) No. 2020-02; and an ordinance <br />approving Amendment Application (AA) No. 2020-01 to establish Specific Development No. 96. <br />Ali Pezeshkpour, AICP Jerry C. u ra <br />Senior Planner Assista Planner I <br />AP/JG:sb <br />SAPIanning Commission\2020\05-26-20\The Bowery Continued\GPA-2020-2 AA-2020-1 EIR-2020-1 The Bowery 05262020.pc FINAL.docx <br />Exhibits: <br />1.
