■ Amendment Application (AA) for a zone change from Light Industrial (M-1) to a Specific <br />Development (SD) designation (See ALUC Attachment No. 3) <br />It should be noted that the City's Planning Commission is scheduled to hear this item at its May 11, 2020 <br />meeting. Staff's recommendation is for the Planning Commission to recommend the City Council certify <br />the Environmental Impact Report (EIR) and approve the proposed project. <br />Project Location <br />The proposed project site is located at 2300, 2310, and 2320 South Redhill Avenue, at the southwest <br />corner of Warner Avenue and Redhill Avenue in Santa Ana. The site includes Assessor's Parcel Numbers <br />430-222-01 and 430.222-16. See ALUC Attachment No. 1, Regional Location. <br />Corner <br />North Corner <br />West Corner <br />South Corner <br />East Corner <br />Latitude <br />33.42'45.06" N <br />33.42'40.14" N _ <br />33-42'35.20" N <br />_ <br />33.42'40.29" N <br />Longitude <br />117.50'24.01" W <br />117.50'29.44" W <br />117.50'22.56" W <br />117.50'16.83" W <br />Surrounding Building Heights and Land Uses <br />The existing commercial and industrial buildings within a 1,000•foot radius are generally 1 to 2 stories and <br />up to 40 feet in height. <br />FAA Filing <br />The project site is located within an area that requires notification to FAA for any project that would <br />penetrate a three-dimensional imaginary surface that consists of a 100:1 aerial slope extending outward <br />for 20,000 feet (or 3.79 miles) from the nearest runway, or would be more than 200 feet in height above <br />the ground. The 100:1 imaginary surface area slope at the Project site is located above heights of 108.6 <br />and 116.95 feet above the ground level. As the highest Project structure is 94 feet above the ground leve' <br />the structures would not penetrate the 103 6 through 116.96 foot -high imaginary surface area. or be m�) <br />than 200 feet above the ground. Thus, FAA notification would not be required. <br />However, due to expressed potential ALUC concerns, the project filed FAA 7460-1 Notices for each of tie <br />four proposed mixed -used buildings (Building A, Building B, Building C, and Building D), which were al! <br />approved by the FAA with a determination of no hazard to air navigation, as provided in the attached <br />approval letters (ALUC Attachment No. 6). <br />1WA Related Information (Noise and Safety) <br />• Project Structure Heights. The highest Project structure is 94 feet above the grou^d level and <br />would not penetrate the FAA FAR Part 77 Notification Imaginary Surface area or the higher FAR <br />Part 77 Obstruction Imag'nary Surfaces area. <br />• Noise Contours. The proposed project is not located within a Nose impact Zone identified in the <br />AELUP. The project is outside of the airport's 55 CNEL contour and per the 1WA AELUP and City of <br />Santa Ana Municipal Code, multi -family residential development is considered normally <br />consistent with exterior noise levels of less than 60 dBA CNEL. <br />• Runway Protection Zone (RPZ).
