V. The ALUC staff report states that, "per Section 1.2 of the AELUP

<br />welfare of the inhabitants within the vicinity of the airport and to
<br />ensure the continued operations of the airport." The method by
<br />which the ALUC achieves this purpose is through the application
<br />of the objective standards contained in Section 2.1 of the AELUP.
