<br /> <br /> <br />Cecilia Iglesias spoke in support of a police oversight committee with subpoena <br />power and various other topics. <br /> <br />Katie spoke in support of Item 85A. <br /> <br />Rosa spoke in opposition to item 85A. <br /> <br />Ana Ursua spoke in support of an oversight committee with subpoena and <br />oversight powers and various other topics. <br /> <br />Katie Mondragon spoke in support of an oversight committee and various other <br />topics. <br /> <br />Council discussion and direction to staff continued. <br /> <br />Councilmember Sarmiento, noted the lack of trust in the community that needs to <br />be addressed to create a balance and directed staff to present to council with <br />options of the various committees in other cities. <br /> <br />Councilmember Solorio, asked staff, colleagues, and the community to consider <br />new ideas and approaches, results to improve community safety overall and create <br />a culture of non-violence and kindness. Directed staff to consider the 10 largest <br />cities, the type of powers each has, number of members, appointers, cost to <br />administer program, and where in the organization it sits. <br /> <br />Councilmember Mendoza, expressed support in exploring an oversight <br />commission and inquired about existing disciplinary actions, policy and laws at the <br />state and federal level, and reform propositions from the governor and presidential <br />administration. Directed staff to include a clear understanding of civilian <br />qualifications, costs to employ or to compensate board members, and indicate pro <br />and cons of giving the powers of a subpoena. <br /> <br />Mayor Pro Tem Villegas in support of exploring an oversight committee. <br /> <br />Mayor Pulido expressed support to find areas of improvements to be applied to <br />many areas. <br /> <br />85B. DISCUSS AND CONSIDER DIRECTING THE CITY MANAGER TO PROVIDE <br />$1.5 MILLION TO SANTA ANA UNIFIED SCHOOL DISTRICT TO FUND 2020 <br />SUMMER AND FALL PROGRAMS (E.G., ETHNIC STUDIES AND THE NON- <br />VIOLENCE MOVEMENT, INTERACTIVE STEAM ONLINE EDUCATION, <br />STUDENT LEADERSHIP AND PUBLIC SPEAKING, OPEN-AIR ARTS <br />PROGRAMS, AND TECHNOLOGY ACCESS PROGRAMS), AS WELL AS <br />BRING BACK FOR COUNCIL CONSIDERATION WITHIN 45 DAYS FINAL <br />RECOMMENDATIONS FROM OUR YOUTH COMMISSION TO ALLOCATE <br />ANOTHER $1.5 MILLION OR MORE OF THIS FISCAL YEAR’S ALLOCATION <br />CITY COUNCIL MINUTES 7 JUNE 18, 2020 <br /> <br />
