Published in the Orange County Reporter on June 26, 2020. <br />MOTION: Place ordinance on second reading and adopt. <br /> <br />After the public comments were heard, City Manager Kristine Ridge addressed <br />council. <br /> <br />Executive Director of Finance and Management Services Agency Kathryn Downs <br />provided a brief presentation. <br /> <br />Orange County Fire Authority Division Chief James Henery provided a brief <br />presentation. <br /> <br />City Manager Kristine Ridge addressed council regarding the proposed <br />$28.6 million of CARES Act Money from the state. <br /> <br />Councilmember discussion ensued and direction provided to staff. <br /> <br />Mayor Pulido provided staff direction and advised to have an ad hoc committee. <br /> <br />City Attorney Sonia Carvalho clarified that the ordinance does not limit the <br />enforcement solely to cannabis operation, but drafted in a way to allow <br />enforcement of all types of quality of life initiatives. <br /> <br />Mayor Pulido spoke regarding an ad hoc committee limited to meeting in a week <br />or less. <br />CITY COUNCIL MINUTES 26 JULY 7, 2020 <br /> <br />
