<br /> <br /> <br />Councilmember Penaloza in support of Councilmember Sarmiento's position as it <br />pertains to an ad hoc committee. <br /> <br />Councilmember Bacerra provided additional direction to staff as it pertains to the <br />City of Santa Ana's Quality of Life Team (QOLT). <br /> <br />City Manager Kristine Ridge captured non-substantial changes to be included as <br />part of the amended motion. <br /> <br />Motion to Adopt as amended Place Ordinance No. NS-2991 (Agreement No. A- <br />2020-157) second reading and adopt with the following changes: <br /> <br />Staff will carry over the CDBG money and utilize for rental assistance in the amount of <br />$800,000, unless they are unable to locate for the Artist Grants and then some of that <br />money is to be used for Artist Grants, <br />Staff will allocate $60,000 for mental health assistance as recommended on the slide <br />(OC Children's Therapeutic Arts Center - CARR Neighborhood Crime Prevention and <br />Intervention for $20,000, OC Children's Therapeutic Arts Center - WILLARD <br />Neighborhood Crime Prevention and Intervention for $20,000, and America on Track - <br />Brighter Futers for Children of Prisoners for $20,000), <br />Staff will allocate $100,000 from the Youth Cannabis money to the Deferred Action for <br />Childhood Arrivals (DACA) Legal Defense Fund, <br />Staff will look at non-fiscal direction as it relates to the emphasis on seniors and CARES <br />program, looking at enforcement funding from cannabis money to determine if there is <br />any excess, and adding to the revenue opportunity extending it out to the parks, and <br />further dive into the Capital Improvement Program (CIP) plan, and find opportunities <br />within Police Department to create better practices, <br />Staff will allocate $500,000 for sidewalks, <br />Re-alignment of the two identified police items (Animal Services moved to Planning and <br />Building and Crossing Guard Contract moved to Public Works), and <br />Staff will return mid-year to council if additional funds are needed in addressing the <br />homeless issue (QOLT).. <br /> <br />Councilmember Solorio motioned to adopt as amended, seconded by Mayor Pro Tem <br />Villegas. <br /> <br />MOTION: Councilmember SECOND: Mayor Pro Tem Villegas <br />Solorio <br />VOTE: AYES: Councilmember Bacerra, Councilmember <br />Mendoza, Councilmember Penaloza, <br />Councilmember Solorio, Mayor Pro Tem <br />Villegas, Mayor Pulido (6) <br /> <br /> NOES: Councilmember Sarmiento (1) <br /> <br />CITY COUNCIL MINUTES 27 JULY 7, 2020 <br /> <br />
