She meets the Secretary of the Interior's Professional Qualification <br />Standards as a Historian and Architectural Historian and has extensive <br />experience with field recording/survey work; historic research; preparation of <br />historic context statements, significance evaluations, DPR 523 forms, and <br />cultural resources reports in compliance with CEQA and NEPA regulations, <br />including Army Corps and Caltrans projects. Ms. Tibbet has worked as the on - <br />call preservation consultant for various cities, has conducted peer reviews, <br />and completed impacts assessments (CEQA) and findings of effect (NEPA). She <br />has surveyed and evaluated thousands of built environment resources <br />including water conveyance systems and has authored or contributed to <br />hundreds of cultural resources reports. <br />Current Availability: 20% <br />PROJECT EXPERIENCE <br />CWE, Mesmer, LFTF-1, and LFTF-2 <br />Los Angeles and Culver City, Los Angeles County, California <br />Ms. Tibbet prepared a Historic Resources Assessment (HRA) of three low -flow <br />diversion projects (Mesmer, LFTF-1, and LFTF-2). The proposed undertakings <br />involved segments of three flood control channels, Centinela Creek Channel <br />(Mesmer), Ballona Creek Channel (LFTF-1), and Sepulveda Channel (LFTF-2), <br />that fall under the jurisdiction of the United States Army Corps of Engineers <br />(USACE). LSA prepared the assessment pursuant to the National <br />Environmental Policy Act (NEPA) and Section 106 of the National Historic <br />Preservation Act (NHPA). <br />City of Pasadena, Azusa Conduit, Angeles National Forest <br />Los Angeles County, California <br />Ms. Tibbet served as the Project Manager, architectural historian, and <br />researcher for this project, which involved the survey and evaluation of an <br />approximately 5.83-mile long water conduit associated with a hydroelectric <br />power plant owned by the City of Pasadena. The conduit is situated on the <br />east and south sides of the San Gabriel River, which is a "navigable water of <br />the United States' and falls under the jurisdiction of the U.S. Army Corps of <br />Engineers. The conduit, which dates to the 1890s, was determined eligible for <br />listing in the National Register of Historic Places. A report, including an <br />extensive historic context and DPR 523 forms, was completed. <br />City of Anaheim, Lincoln Avenue Widening Project <br />Anaheim, Orange County, California <br />Ms. Tibbet completed a historic resources assessment and impacts analysis <br />for the Lincoln Avenue Widening Project from West Street to Harbor <br />Boulevard within the Anaheim Colony Historic District (ACHD) in Anaheim. A <br />total of 18 properties were evaluated and, of those, eight properties, including <br />the ACHD, were evaluated as "historical resources" as defined by CEQA. An <br />impacts analysis was completed using the Secretary of the Interior's Standards <br />for the Treatment of Historic Properties (Rehabilitation). <br />
