Minimizing Your Risks <br />A major underlying approach will be to minimize risks to you <br />during the project's construction. This will be accomplished <br />by preparing construction plans that accurately show the <br />best available record data and that includes a proven design <br />best suitable for the project's constraints. We propose <br />to include custom details for each point of connection to <br />existing facilities and appurtenances. These details will <br />clearly show the contractor the required work to best avoid a <br />change of conditions during the construction phase. <br />TASKS NECESSARY FOR <br />SUCCESSFUL COMPLETION <br />The scope of services section identifies and describes <br />each necessary task. Our initial design process will focus <br />on utilities research, identifying permits and stakeholder <br />requirements and preparing an accurate base map. <br />Throughout the final design process, our approach will be to <br />minimize risks to you during the project's construction. This <br />will be accomplished by preparing construction plans that <br />accurately show the best available record data and a design <br />that is best suited for the project's constraints. For instance, <br />we propose to include custom details for each point of <br />connection to existing facilities and appurtenances. These <br />details will clearly show the contractor the required work to <br />best avoid a change of conditions during construction. If a <br />project has state and/or federal requirements, we have the <br />experience to prepare the necessary forms and will comply <br />to all requirements for the project to be successful. <br />KEY ISSUES AND SPECIAL CONCERNS <br />Based on our experience with projects similar to those <br />anticipated for this contract, key issues and concerns will <br />include constructability, utility research, and accurate base <br />map preparation. <br />Constructability and Construction Budget <br />The design solutions will need to be thorough and effective. <br />Understanding the key constraints will be necessary for your <br />projects to be effective and provide the City with the most <br />cost-efficient project and reduce impacts to the community. <br />Key alignment constraints and considerations that will be <br />investigated will include the following: <br />• Proposed connections to the existing manholes <br />• Opportunities for trenchless construction methods <br />• Impacts to traffic, neighborhoods and driveways <br />• Potential utility conflicts and depths of crossings <br />• Adjacent pipeline trench impacts <br />• Construction schedule constraints and durations <br />• Impacts to community, businesses, and other activities in <br />the project area <br />Construction cost estimates <br />Utility Research <br />A critical issue for constructing any facility is properly <br />identifying the existing utilities and determining any potential <br />conflicts with utility crossings. This issue is addressed by <br />our approach to detail and thoroughness. We will perform a <br />thorough record search utilizing the USA Dig Alert database <br />and available record drawings. Using the USA Dig Alert <br />database and our contacts with the various agencies, we will <br />request all available as -built data, and request information <br />on existing facilities and any future planned projects in the <br />area that may potentially impact the proposed construction <br />schedule. <br />Once the utility information is obtained, it will then be <br />carefully calculated in the base AutoCAD drawing. As we <br />have done on all of our projects, our design engineer will <br />field walk the site, noting all above ground features, such <br />as valve cans, manhole covers, appurtenances, and any <br />repaired pavement trench limits. They will also measure <br />any USA markings requested ahead of time at the potholing <br />stage.
