East San Gabriel Valley Watershed Management <br />Plan and Coordinated Integrated Monitoring <br />Program (CIMP) <br />East San Gabriel Valley Watershed <br />Management Group, CA <br />Stantec is currently implementing the CIMP for the Group <br />which is comprised of the Cities of Pomona, Claremont, San <br />Dimas, and La Verne. The CIMP evaluates impacts from <br />MS4 discharges and provides decision support for actions to <br />improve water quality and comply with the MS4 Permit. <br />Three years of CIMP implementation have yielded <br />information critical to establishing a regional BMP program <br />and adaptive management, including the planning, <br />permitting, and installation of six permanent sample <br />stations. Permit compliance is determined on a yearly <br />basis. Additionally, Stantec developed and is implementing <br />a process to identify and prioritize multi -benefit regional <br />stormwater capture opportunities (LID projects). <br />Stantec will perform the reasonable assurance analysis <br />(RAA) to determine the volume of stormwater needed to <br />be captured/treated within each subwatershed in each <br />jurisdiction to achieve zinc, E Coll, and nitrogen load <br />reduction goals (as it is assumed that zinc, E.coli, and <br />nitrogen are the limiting pollutants in the watershed). Once <br />the volume capture requirement is established, Stantec will <br />establish shortfalls for compliance with stormwater capture <br />goals (i.e.. subwatersheds with not enough or no planned <br />projects). <br />The RAA is the compliance mechanism to meet the Water <br />Quality -Based Effluent Limits (WQBELs) and Receiving <br />Water Limitations (RWLs) provisions of the MS4 Permit. <br />Stantec will update the RAA applying the Watershed <br />Management Modeling System (WMMS) developed <br />by the County of Los Angeles. Cost -benefit analysis <br />for the prioritized projects will be also conducted.
