FOG Control Program Manual <br />The key elements of these regulations are the requirement of FSEs to: <br />• Implement best management practices (BMPs); and <br />• Install, operate and maintain an approved type and adequately sized grease <br />interceptor. <br />4.2 Food Service Establishments (FSEs) <br />This ordinance is applicable to all Food Service Establishments, and any commercial <br />entity, operating in a permanently constructed structure such as a room, building, or <br />place, or portion thereof, maintained, used, or operated for the purpose of storing, <br />preparing, serving, or manufacturing, packaging, or otherwise handling food for sale to <br />other entities, or for consumption by the public, its members or employees, and which <br />has any process or device that uses or produces FOG, or grease vapors, steam, fumes, <br />smoke or odors that are required to be removed by a Type I or Type II hood. <br />The FSEs identified within the City are establishments ranging from sandwich shops to <br />full service restaurants, including major kitchens in retirement homes or hospital <br />facilities. These FSEs are listed in Appendix C. <br />4.3 FOG Wastewater Discharge Requirements <br />Pursuant to the ordinance, the City has developed Rules and Regulations specifying <br />wastewater discharge requirements for FSEs (Appendix D). The City may also impose <br />specific requirements on individual FSEs depending upon unique conditions that exist at <br />that FSE. <br />4.3.1 RULES AND REGULATIONS <br />The Rules and Regulations detail the technical requirements of the FOG ordinance. <br />These requirements are segregated into sections and are summarized as follows (Refer <br />to the City's website www.santa-ana.org or Appendix D for the Rules and Regulations): <br />4.3.1.1 Rule 1 - FOG Program Notice <br />The Notice informs the FSEs of the requirements of the Ordinance and identifies any <br />specific requirements that a FSE must follow (Refer to Appendix E for an example <br />Notice). <br />4.3.1.2 Rule 2 - General Waste Discharge Prohibitions <br />• Waste discharge of FOG into the sewer system will not accumulate and/or cause or <br />contribute to a blockage <br />• Food grinders (garbage disposal units) are prohibited for new FSEs. Existing FSEs are <br />required to remove food grinders. <br />19F-188 7 <br />
