As provided in our resumes and qualifications, all of our personnel have no less than a minimum i0 years of <br />relevant right-of-way experience administering major public projects for prominent local public agencies. All of <br />our agents have received cross training in various functions of project management, right-of-way, acquisition, <br />relocation and utility coordination among other services, and have extensive experience delivering projects with <br />Caltrans oversight. All personnel as outlined in our Identification of Key Personnel are available for the duration of <br />the PWA projects. Once assigned they are not replaced without written consent. <br />Coordination with Design <br />Moving toward project implementation, it is highly recommended our project management team provides <br />critical impact assessment from our right-of-way perspective and works closely with PWA and Design to mitigate <br />unnecessary impacts and develop proposed alternatives. We are partners in reducing project impacts and <br />maintaining the viability of diverse communities. <br />Our Project Manager reviews the Preliminary Plans, Specifications and Estimates documents and conducts field <br />reviews with our Senior Acquisition Agent to assess right-of-way impacts. Our personnel are highly experienced <br />reviewing mapping utilizing Geographic Information Systems (GIS) and other resources to identify project <br />requirements. Based upon review of preliminary mapping provided by Design, our team assesses any additional <br />impacts, unnecessary impacts, mitigation measures or proposed alternatives. We also identify any concurrent <br />projects in the area that can affect replacement resources or City services, as well as impacts to partner agencies <br />or stakeholders. <br />Our team is prepared to assist PWA with any additional <br />coordination that may arise. Through our field inspection <br />we identify utility facilities that may require coordination, <br />relocation or potential replacement easements. We can <br />assist PWA with acquiring replacement easements that <br />may be necessary. Our Project Manager works with the <br />Design team to refine scope if necessary, including full <br />and partial acquisitions, and potentials for mitigations. <br />After considering approaches and altematives, <br />we confirm the plan with the Design before legal <br />descriptions and plat maps are finalized and provided to <br />the appraiser. <br />Impact Analyses/ <br />Mitigation <br />Our innovative right-of-way delivery team provides <br />critical impact analyses and assessment. We <br />mitigate unnecessary impacts and develop <br />proposed alternatives. We are partners in reducing <br />project impacts and maintaining the viability of our <br />diverse communities. <br />In Summary, The ROW Company's Project Management plan ensures successful delivery of our real estate/right- <br />of-way consultant services through: <br />• Assessing and planning for funding/regulatory requirements. <br />• Employing proactive methods for enhanced/expedited delivery. <br />• Developing, monitoring and executing effective work plans. <br />• Maintaining comprehensive project controls and managing risk. <br />• Effectively managing project schedule, budget and consultant deliverables. <br />• Proactively coordinating right-of-way activities with Design. <br />• Keeping stakeholders informed of real time status/planned activities. <br />a <br />PRO POSAL TO <br />CITY OF SANTA ANA, RFP zo- 25D-121 <br />
