Distribution Integrity Management Program (DIMP) - 2018- <br />2019 <br />Southern Catifornia Edison <br />Pico Rivera, CA <br />Our team of right of way agents has performed right of <br />way research and project management services for the <br />nation's largest natural gas utility Southern California <br />Gas Company (SoCalGas), located in Pico Rivera, <br />CA as a part of the company's Distribution Integrity <br />Management Program (DIMP). The Distribution Risk <br />Evaluation and Monitoring Systems (DREAMS) capital <br />project was developed to accelerate replacement of <br />early vintage steel and plastic, or non -state-of-the- <br />art (NSOTA) material installed between 1969-1985.Of <br />the NSOTA pipe segments, the DIMP DREAMS capital <br />project places priority on segments utilizing a DREAMS <br />Risk Model. The SoCalGas Pipeline Integrity, Risk & <br />Threat team provides risk assessments of all DIMP <br />segments, which are then categorized into a 5-year <br />priority list. The project is taking place throughout the <br />SoCalGas service territory, from Central California to <br />the U.S./Mexico Border. Last years capital investment <br />target included $60 million for main replacements and <br />$5 million for service replacements. Over ioo miles <br />of main have been replaced since 2014. Our team has <br />performed land and ownership research necessary and <br />easement acquisitions to facilitate the construction, <br />operation and maintenance of pipeline facilities, <br />including but not limited to acquiring property rights <br />through negotiations with property owners, obtaining <br />rights for access on land of various public agencies, <br />managing and preserving existing property rights <br />necessitated by pipeline facility relocations and street <br />vacations, securing encroachment agreements to <br />protect facilities, managing the disposition of property <br />rights no longer necessary or useful to the operation <br />of the utility and determining proposed relocation <br />requests from third parties. Other activities include <br />review routes for new pipelines, property plats, Legal <br />descriptions, permits and engineering drawings. <br />Our team consulted with and provided direction to <br />appraisers, surveyors and Legal consultants. In addition, <br />our team analyzed and made determinations on <br />property rights, determined cost allocation of third - <br />party requests to SoCaLGas to relocate its facilities, and <br />negotiated terms with Landowners and prepared all <br />related agreements. Our personnel has also supported <br />SoCalGas on its Cathodic Protection (CP) projects. Erick <br />Gutierrez and his team determined whether SOCaIGas <br />has sufficient rights to install. CP systems or if there is <br />a need to acquire further rights. Cathodic Protection is <br />an electrochemical means of corrosion control in which <br />the oxidation reaction in a galvanic cell is concentrated <br />at an anode and suppresses corrosion of the cathode in <br />the same cell. <br />PROPOSALTO <br />CITY OF SANTA ANA, RFP 21: 25D-1 37 <br />24 <br />
