Statement of Qualifications <br />City of Santa Ana Public Works Agency - Water Resources Right of Way Acquisition Services (RFP 20-091) <br />Acquisition Phase: <br />Weeks 1-2 <br />• Receive Task Order from the City <br />• Schedule Kick -Off meeting to discuss details of the project with City Project Manager <br />• Assign individual parcel acquisitions to Clark Land staff agents <br />• Review documents received —Title reports, right of way maps, construction plans, appraisals etc. <br />• Request additional documents as necessary <br />• Develop Parcel Files for each Acquisition Parcel <br />• Prepare Project Tracking Sheet <br />• Develop project schedule <br />Weeks 2-3 <br />• Prepare Cover Letters and offer packages and any other required documents <br />• Present acquisition packages to the City for approval <br />• Schedule initial appointment with owners <br />• Update project files with contact information and meeting notes <br />• Discuss progress with the City's Project Manager <br />Weeks 4-6 <br />• Continue follow up calls and meetings with unsigned owners <br />• Seek answers to difficult owner questions <br />• Determine if the owner intends to hire independent appraiser <br />• Provide the City's Project Manager with any owner suggested language edits <br />• Request property staking, if necessary <br />• Deliver signed contracts to the City as each is obtained <br />• Open escrow and coordinate document flow for parcels where owners have signed <br />• Discuss progress with the City's Project Manager <br />Weeks 7-9 <br />• Monitor and process escrow closings <br />• Determine if agreements can be reached or declare "Impasse' in negotiations for unsigned owners <br />• Discuss Settlement Agreement options with the City's Project Manager <br />• Assist the City's Attorney with preparation of Resolution of Necessity, if necessary <br />• Mail Notices of Intent to Adopt a Resolution of Necessity to the unsigned owners, if necessary <br />Future Weeks <br />• Monitor and process escrow closings <br />• Continue to assist the City's attorney with Settlement Agreements <br />• Provide copies of all recorded deeds or Final Order of Possession <br />• Complete Project Certification Notice to the City <br />• File close out <br />25D-285 Page 13 of 19 1 Clark Land Resources, Inc.
