Statement of Qualifications <br />City of Santa Ana Public Works Agency - Water Resources Right of Way Acquisition Services (RFP 20-091) <br />Relocation Phase: <br />Weeks 1-2 (Concurrent with Acquisition) <br />• Meet with property owners <br />Prepare and deliver regulatory notices (GIN, Brochure, Title VI) <br />Prepare and deliver Notice of Entitlement (NOE) <br />Weeks 3-4 <br />• Offer advisory services/search <br />• Inspect for decent, safe and sanitary conditions <br />• Present suitable replacment site referrals <br />Future Weeks as dictated by acquisition schedule <br />• Provide 30-day, 90-day notices <br />• Move monitoring <br />• Prepare and deliver RAP benefits <br />• File chose out <br />DA Title and Escrow Services <br />Escrow Coordination and Title Insurance Policies Issued: Once the documents have been fully <br />executed by the property grantor and the City, Clark Land will submit the documents for opening of <br />escrow. Clark Land has relationships with several title companies in southern California including First <br />American Title, Fidelity Title, Stewart Tile and others, all of whom have offices near the City. We will <br />coordinate the escrow process until closing with the City's preferred title company. <br />The following steps will be taken to coordinate escrow: <br />• Obtain property owner(s) signature on agreements and other necessary document(s); <br />• Coordinate escrow requirements with property owner(s); <br />• Provide draft escrow instructions for approval; <br />• Coordinate payment of just compensation between the City and the title company; <br />• Review title reports for liens, CCR's and other encumbrances; <br />• Work with the City, property owner(s) and escrow to clear title, obtain all necessary documents to <br />convey title; <br />• Review closing statements; <br />• Deposit funds; <br />• Close escrow; <br />• Distribution of recorded documents. <br />The escrow period is also the time to verify that the property can be conveyed to the City without any <br />unacceptable liens or encumbrances. Clark Land can coordinate with the designated escrow company <br />and verify that the escrow company is able to record documents with the local County Recorder's Office. <br />Your Clark Land team will verify that property owners have been paid and that a title insurance policy <br />was issued for each property acquired on behalf of the City. <br />Certification of Right of Way: Once all parcels required for a project have been acquired, Clark Land <br />will prepare a certification of right of way for the project. The certification is a summary of all permanent <br />and temporary fee, easement or right -of -entry parcels acquired for the project. The certification will list <br />any additional requirements, such as construction contract work, or special circumstances contained <br />within the contracts or other documents.
