Statement of Qualifications <br />City of Santa Ana Public Works Agency - Water Resources Right of Way Acquisition Services (RFP 20-091) <br />lll <br />Clark Land has the people skills to <br />professionally represent the City, the <br />flexibility to respond to the City <br />immediately and the knowledge base to <br />properly protect the City's interests <br />Mike reports to Sue Cope, SRANA, Clark Land's <br />Principal in Charge, who has authority to commit the <br />necessary resources to a project team to make sure <br />that tasks are completed on time and within budget. <br />Sue is directly responsible for client satisfaction and <br />is available to meet with the City regarding any <br />concerns City staff may have about the status of the <br />project. <br />By using an array of effective tools, Clark Land <br />avoids the pitfalls of missed communication and <br />"items falling through the cracks". Your Clark Land Team recommends meeting with the City's staff once <br />a week to discuss the status of Appraisals, Acquisitions, Relocations, and Permitting issues associated <br />with the project assignment. The meetings will focus on a status review of pending right of way issues to <br />verify that all acquired properties will be available to certify in parallel with the survey, design, and <br />construction deliverable dates. <br />Clark Land utilizes communication tools such as Microsoft Outlook, Microsoft Teams, status tracking <br />report, cellular phones, etc. and a proactive approach to communicating with each other and the project <br />team. We hold regular staff and project meetings internally to update staff and management on the <br />status of each endeavor. Continuity of personnel is paramount when working with multi -functional <br />turnkey right of way services. For budgeting purposes, resources are evaluated every two weeks to <br />determine if projects need more staffing to achieve project scheduling goals or less as a project winds <br />down and requires less resources. Using these methods, your Clark Land team is known for our <br />proactive approach to maintaining valuable relationships with our clients and developing trust from <br />property grantors and displacees alike. <br />Quality Assurance/Quality Control: The accuracy in property acquisitions is dependent on the <br />interpretation of current property rights and the accuracy of survey and legal descriptions. If research is <br />required as part of the assigned scope of work; the Clark Land research staff are all former title agents <br />with over a decade of experience each in researching property ownership. Our Corporate Real Estate <br />Broker — Jim Fishinger, RWA — will be in charge of Quality Assurance/Quality Control (QA/QC) and will <br />review the documentation work of our right of way agents before the work is submitted for review. This <br />minimizes changes once the offer package has reached the client's staff for final approval. <br />All right of way contracts and content will be signed or initialed by our Corporate Real Estate <br />Broker. <br />Condemnation Support: The Clark Land team can also offer condemnation support to the City. The <br />required Notice of Intention to Adopt a Resolution can be prepared and mailed to impacted owners <br />and/or posted in accordance with California Code of Civil Procedure Section 1245. Clark Land can obtain <br />Litigation Guarantees for the required properties, provide suit service, if desired, and continue settlement <br />negotiations as directed by the City. <br />Section E I Relevant Project Experience <br />The Clark Land team has completed as -needed services for municipalities, regional transportation <br />authorities, utility companies, and other condemning agencies throughout California. Much of that work is <br />fulfilled through long-standing "on -call" contracts which have been renewed. <br />Clients have recognized Clark Land's staff expertise based on our team members decades of experience <br />providing right of way, relocation, and appraisal services. Our experience and background in the right of <br />way services field for public agency infrastructure projects allows us to provide creative solutions to the <br />challenges that the City may face with their own projects. <br />25D-288 Page 16 of 19 1 Clark Land Resources, Inc.
