Foreword: Message from the President <br />January 13, 2016 <br />Dear Reader: <br />On behalf of the National Association for Civilian Oversight of Law Enforcement <br />(NACOLE), its Board of Directors, members, and staff, I am pleased to present the <br />following guidebook for non -governmental organization (NGO) members and <br />Government of Mexico officials on how to develop and implement external citizens' <br />bodies for oversight of law enforcement. <br />Established in 1995, NACOLE is a non-profit organization that works to enhance <br />transparency and accountability in policing and build community trust through civilian <br />oversight, in the United States and around the world. NACOLE shares the goals of the <br />U.S. Department of State's Bureau of International Narcotics and Law Enforcement <br />Affairs and its police professionalization programs that encourage democratic and <br />transparent public security and ensure increased accountability, oversight, and integrity <br />of police departments and active police officers. <br />This guidebook addresses many important topics in oversight, including, but not limited <br />to: the basic philosophy, principles, and objectives of law enforcement oversight; <br />methodologies; and models of evaluation and assessment, as well as strategies and <br />approaches to ensuring constitutional policing. <br />I am confident that you will find the guidebook provides a foundation for understanding <br />the necessary steps and issues specific to the process of establishing civilian oversight <br />of the police. <br />Kind regards, <br />Brian Buchner <br />President <br />NACOLE <br />65D-137 <br />
