Chapter 5. Goal Setting <br />What outcomes can we hope to achieve by establishing an oversight <br />mechanism? <br />Oversight agencies are sometimes created in reaction to crisis incidents with little <br />thought given to long-term functionality or obligations. The initial focus is usually short- <br />term procedural goals, which are important but can result in actions that do not serve <br />the greater good of the community in the long run. This work requires an understanding <br />of partnership development and constructive engagement, even with those individuals <br />or groups that do not agree with the central premise of increased oversight of the police. <br />That is why it is important to articulate a common goal that all parties are likely to affirm. <br />The following queries are intended to facilitate your thinking about desired outcomes. <br />• Is improving community cooperation with police an investment in enhanced <br />public safety? <br />• Do police need to enhance accountability mechanisms and promote <br />transparency policies to improve citizen confidence, trust, and ownership of <br />shared security responsibility? <br />• Are you carefully assessing the particular historical context or needs of the local <br />community when planning on institutional interventions to address procedural <br />justice issues? <br />• What are the current structural or legal issues that might impede progress or <br />change? <br />• Have you considered: <br />o diverse perceptions of reality? <br />o process integrity? <br />o unjust laws? <br />o power dynamics? <br />o policy change needs? <br />o giving voice to the underserved? <br />17 <br />65D-146 <br />
