Sexual Harassment: <br />Engaging in any act of unwelcome sexual advances, requests for sexual <br />favors, and other verbal or physical conduct of a sexual nature. <br />G. Sworn Emolovee of the Riverside Police Department: <br />Any employee of the Riverside Police Department who is a sworn police officer. <br />H. CPRC Manager:. <br />The person hired by the City Manager to direct the Commission's Staff and <br />offer guidance and training to Commissioners. <br />I. Excessive Force; <br />Unreasonable force used by a sworn police officer of the Riverside Police <br />Department against a person or persons. <br />J. False Arrest: <br />Arrest made without probable cause that a crime has been committed and that <br />the person in question has committed that crime. <br />K. Independent Investigator: <br />The person(s) hired and retained by the Manager to receive, administer, and / <br />or investigate, at the direction of the Commission, allegations of police <br />misconduct. <br />L. Misconduct: <br />An allegation against a sworn police officer of the Riverside Police Department, <br />which if true, may constitute a violation of a law, rule or regulation. <br />M. Probable Cause: <br />A condition where facts and circumstances known to the officer warrant a <br />reasonable person to believe that the arrested person has committed a crime. <br />N. Subiect Officer: <br />A sworn police officer of the Riverside Police Department against whom a <br />complaint is filed. <br />O. Witness: <br />Any person who has information relevant to the complaint. <br />P. Policy Recommendation: <br />Recommendations) made by the Commission to RPD regarding its Policies <br />Policy and Procedures 5 -75 Page 2 of 20 <br />
