OCAPICA will provide additional non-federal resources in the form of private foundation <br />funding for operations. This includes funding from The California Endowment, Weingart <br />Foundation, and St. Joseph Community Partnership Fund. <br />Indirect @ 10% <br />OCAPICA is requesting the de minimis of 10% and includes payroll expenses, financial <br />management including time from the Director of Finance, Accounting Supervisor, Accountants, <br />and Accounting Cleric. <br />Oversight of Federal Funds <br />The activities associated with the proposed initiatives have been deemed low risk by OCAPICA, <br />based upon the scope of efforts that are educational and coalition building in nature. All funds <br />awarded under this program will be maintained in a manner that they will be accounted for <br />separately and distinctly from other sources of revenue/funding. Class codes numbers are <br />assigned to each contract so that revenues and expenditures can be properly maintained. Chart of <br />Accounts are assigned to adequately account for revenues, expenditures and Balance Sheet <br />accounts. OCAPICA utilizes the cost principles of OMB Circular A-110 and A-122 and review <br />the contracts to provide information as to costs, which are not allowed. Separate expense <br />accounts are maintained for unallowable costs and to be charged to unrestricted funds. The <br />agency's financial management system is able to track actual expenditures and outlays with the <br />budgeted amounts for each grant or sub grant. OCAPICA utilizes Abila MIP Fund Accounting <br />System and each grant or sub grant is assigned a different cost center/class code to be able to <br />track all expenses and revenue separately and accurately against budgeted amounts.
