EXHIBIT 4 <br />Section 4.Division 4 is hereby added to Article X(Property Maintenance)of <br />Chapter 8 (Buildings and Structures) of the Santa Ana Municipal Code to read as <br />follows: <br />Division 4. JUST CAUSE EVICTIONS <br />Section 8-1993Citation. <br />This Division <br />Section 8-1994Restrictions on Termination of Tenancy Without Just Cause <br />(a)Notwithstanding any other law, after a tenant has continuously and <br />lawfully occupied a residential real propertyfor thirty (30) days, the Owner <br />of the residential real property shall not terminate the Tenancy without just <br />cause, which shall be stated in the written notice to terminate Tenancy. <br />1)The Owner shall post a notice on a form prescribedby the City, <br />providing information about the existence of this Division4 of Chapter <br />8 of theSanta Ana Municipal Code, including protections related to <br />immigration or citizenship status of tenant found under Civil Code <br />section 1940.35 and Code of Civil Procedure section 1161.4, as may <br />be amended. Notice must be posted in a conspicuous location onthe <br />property. The notice shall be written in the language that the Owner <br />and tenant used to negotiate the terms of the Tenancy (e.g., Spanish, <br />Chinese, Tagalog, Vietnamese and Korean),as well as English. <br />2)In addition to all other notice requirements specified elsewhere in this <br />Division, the Ownerof any residential real property or mobilehome <br />space, is required to provide written notice to tenants of their rights <br />under this Divisionas follows: <br />A.The notice required by this Divisionmust be on a form <br />prescribed by the Cityand include the following information: <br />i.The existence and scope of this Division4 of Chapter 8 <br />of the Santa Ana Municipal Code;and, <br />ii.Theright to relocation assistancein limited <br />circumstances pursuant to subsection (d)(2) herein. <br />B.The Ownermust provide tenantwith the notice upon serving <br />any notice of change in terms of Tenancy. <br />Ordinance No. NS -____ <br />Page 4of 22 <br /> <br />
