City of Santa Ana <br />RFP: Homeless Navigation Center <br />IV. Service Delivery Method and Staffing — (25 points) <br />A. Provide information detailing the proposed number of staff (FTE) for each program <br />service, coordination with substance abuse counselors/graduate students and <br />programs provided on -site, management plan including hiring and training policies, <br />emergency procedures, conflict resolution and safety conduct. <br />B. Provide a Staff Responsibility Matrix for the HNC volunteer monitoring, referral <br />service and staff coordination. <br />C. Describe how the staffing plan is consistent with the Management and Operations <br />Plan. <br />D. Respondent must address the following topics in the draft Operations and <br />Management Plan (OMP). Respondent may submit and OMP for an existing <br />emergency shelter currently operating in California. The document may be amended <br />after award of contract for operation of the HNC. If the OMP does not include all of <br />the required topics, additional information may be included as a narrative in this <br />section, or as a supplemental exhibit to the existing OMP. Any deviations from the <br />level of services described in the draft OMP must be clearly described in this section. <br />1)Describe your Volunteer Management Plan including a plan for the <br />recruitment, training and management of volunteers for the program. Please <br />describe the role of volunteers and volunteer policies including a description <br />of volunteer tasks, selection, screening, and background checks, orientation <br />and training, lines of authority. <br />2) Describe the Safety Policy for the facility including facility maintenance, fire <br />and earthquake safety, fire prevention procedures, lighting, loitering, entrance <br />and exit procedures, alarms and cameras and on -site Security personnel. <br />3) Describe the Health Policies related to possession of controlled substances, <br />drug policies, disease prevention, drug possession, etc. <br />4) Describe the Security Plan for the facility. <br />5) Describe Food Policies related to the provision of nutritionals needs of clients, <br />health department standards and the sanitary storage and preparation of food. <br />6) Describe the policies of how the facility will accommodate pet and service <br />animals. Describe Transportation Policies pertaining to pedestrian traffic and <br />parking, bus and shuttle, personal vehicle transportation and parking, etc. <br />7) Describe Non -Discrimination Policies including, gender -specific <br />programming, compliance with Americans Disability Act, Sexual Harassment <br />and Policy regarding Sex -Offenders. <br />8) Explain Grievance Policies and Procedures related to receiving and posting <br />the policy, process to make a complaint, resolving a grievance, meeting with <br />staff and whistleblower policy. <br />21 <br />
