The <br />grantee will secure consultant(s) and award the contract to complete the project. The documents generated <br />may include request for proposal(s) (RFPs), Santa Ana Watershed Project Authority Commission <br />memorandums and presentations, RFP response documents from consultants, and contract(s) with <br />successful consultant(s). If consultants are not utilized, the grantee will execute an agreement with the Bureau <br />of Reclamation to implement portions of the project such as analyzing the acquired imagery. <br />Deliverables: <br />• Award of Contract, if necessary <br />• Agreement with the Bureau of Reclamation, if necessary <br />Task 7: ImDlementation <br />Task 7 is comprised of three major items: (1) acquire imagery covering the area of interest, (2) analyze the <br />imagery through geographic information system -based software, and (3) implement a Decision Support Tool <br />to share the data with water agencies. <br />Imagery: The grantee and its partners (or consultant(s)) will acquire RGBN (red, green, blue, near infrared) <br />imagery for the entire urbanized Santa Ana River Watershed, South Orange County, and potentially areas of <br />the Upper Santa Margarita Watershed. The percentage of the imagery to be analyzed and the method of <br />analysis will be developed by the grantee and its project partners such as the member agencies, MWDOC, <br />and the Bureau of Reclamation. <br />Imagery Analysis: The grantee and the Bureau of Reclamation will analyze the imagery to identify and <br />measure irrigated landscape and irrigable land with sufficient detail to provide customer parcel -level outdoor <br />water budgets to water retail agencies to support the achievement of water efficiency regulations prescribed <br />by the state. The grantee may also add indoor budgets for residential parcels to calculate total indoor and <br />outdoor water efficiency budgets. <br />Decision Support Tool: The grantee, working with a consultant and/or project partner, will utilize a web -based <br />tool that displays several data layers, such as the outdoor water budgets, indoor water budgets (if necessary), <br />retail water agency boundaries, watershed imagery, and water budget calculations. The tool's available logins <br />will be controlled by the grantee and available to water agency staff who choose to partner with the grantee. <br />Deliverables: <br />• DWR's Certificate of Project Completion <br />• Imagery data, upon request <br />• Description of the Methodology behind the Decision Support Tool <br />
