CHALLENGES FACED: The acquisition of single-family residential properties along Warner Avenue in a
fast paced, high dollar market is a major challenge for this project. Appraisals of the impacted single
family residences were conducted in early 2019 with Notice of Eligibility for relocation being issued to
the property owners the same year. Prolonged negotiations in the face of the COVID-19 pandemic and
corresponding State and local guidelines caused significant delays to negotiations and contact. These
delays resulted in a significant change to the value of the properties and a renegotiation of value after
only one year.
IMPLEMENTED SOLUTION: Revising the comparable housing analysis and consequently the Notices of
Eligibility for the property owners to allow them to "catch-up" with the current market conditions and
be able to purchase a replacement property enabled the owners to continue the negotiations. The
Monument Team provided referrals in more affordable areas which created additional opportunities for
the owners to locate a replacement property within their budget. Our hands-on approach, including in -
person communications with the property owners, their family members and their agents, contributed to
a rebuilding of trust in the process.
CLIENT CONTACT Warner Avenue is a regionally significant arterial roadway, providing east -west
KENNY NGUYEN travel through the City.
