CHALLENGES FACED: The main challenge is the partial acquisition of several large commercial properties <br />that potentially could result in cut and reface and/or relocation of commercial tenants including a large <br />bakery and a marijuana dispensary. This includes challenges with coordination with the landowners for <br />reconciliations of FF&E. <br />IMPLEMENTED SOLUTION: Monument's Project Manager conducted bi-weekly taskforce meetings to <br />ensure there was proper communication and timely progress on key milestones/deliverables with all <br />parties. All public agency acquisitions are being delivered to the contractor on schedule. <br />CLIENT CONTACT This public improvement project will widen 3.5 miles of the State Route 55 <br />ROSE CASEY between 1-405 and 1-5 to increase freeway capacity, improve traffic and <br />DIRECTOR, HIGHWAYS interchange operations and enhance road safety. The project proposes to add <br />PROGRAMS one general purpose lane in each direction. <br />T 714.560.5729 <br />e: rcasey®octa.net <br />This Project impacts 34 properties, including 3 complex residential properties, <br />DATE OF SERVICES 21 commercial properties, one hotel, 3 vacant properties, 5 public properties, <br />2019 - Ongoing and one railroad property. There are 32 partial acquisitions and 2 full acquisitions. <br />The real property requirements include acquisitions of partial fee interests <br />SERVICES PROVIDED , <br />Project Management (FEEs)Permanent highway easements (PHEs), permanent footing easements <br />Project Planning (PFEs), permanent utility easements (PUEs), temporary construction easements <br />ROW Estimating (TCEs), and access control rights needed to construct the proposed highway <br />ROW Budgeting and express lane improvements for the Project. <br />Acquisition <br />Monument provides oversight, overall project coordination and manages all <br />OVERSIGHT elements of the right-of-way program. The Monument team developed and <br />Caltrans District 12 prepared acquisition formats, provides oversight of the consultants in all <br />TOTAL PROJECT COST negotiations with property owners and assists in right-of-way transactions. <br />$500 Million Monument also works closely with OCTA to develop a schedule to allow the <br />$840,000 Right -of -Way Costs businesses to continue to operate on site even after the acquisitions have been <br />completed. This extra time is essential for the tenants to plan their move or <br />restructure. <br />im onument <br />
