►I MARK <br />■■ T H 0 M A S RESUME <br />RYAN BISSEGGER <br />Ryan Bissegger has more than 17 years in the professional engineering industry. He has held various roles <br />and has grown to become Mark Thomas' funding expert. He is very knowledgeable of federal and state <br />funding sources including ATP, HSIP, SIB 1 programs, and federal discretionary programs. He tracks the <br />programs and is knowledgeable of call for project schedules. He has provided funding recommendations to <br />agencies to pursue in order to implement improvements. Ryan has experience developing and reviewing <br />grant applications. His understanding of the funding programs and state and federal policies has been <br />leveraged in the preparation of competitive grants. <br />REPRESENTATIVE PROJECTS <br />PROJECT ROLE <br />MCKINLEY STREET GRADE SEPARATION PROJECT FUNDING <br />Funding <br />SUPPORT, CORONA <br />EDUCATION <br />Funding support responsible for preparing a Section 190 funding nomination <br />BA in International <br />and a S13-1 TCEP grant application. The project constructs a four -lane arterial <br />Business, Westminster <br />grade separation over the BNSF double tracks. The bridge is a 291-foot <br />College, 2004 <br />network tied arch bridge. Mark Thomas is providing comprehensive project <br />** in Funding and <br />management services for the grade separation project, including project <br />Programming <br />management; funding/grant application assistance; Caltrans, BNSF, and <br />Transportation Projects <br />CPUC coordination, right of way certification, and utilities relocation. <br />in CA, UC Berkeley <br />Technology Transfer, <br />OC LOOP SEGMENT O, P, Q - COYOTE CREEK CHANNEL ATP GRANT <br />2018 <br />APPLICATION, SANTA ANA <br />Project Manager for preparation of ATP Cycle 4 and Cycle 5 ATP grant <br />applications for construction of the OC Loop Segment O and Segments O, P, <br />Q of this regional trail system. The project is a 2.7-mile Class I multi -use path <br />adjacent to Coyote Creek flood channel. The project includes two bridges over <br />the channel, three roadway/highway undercrossings, three railroad <br />undercrossings, and three roadway at -grade crossings. <br />1-80 WESTBOUND CORDELIA COMMERCIAL VEHICLE ENFORCEMENT <br />FACILITY TCEP APPLICATION, FAIRFIELD <br />Grant writing support for the preparation of a TCEP Grant application for the <br />$100 million 1-80 Westbound Cordelia Commercial Vehicle Enforcement <br />Facility (CCVEF). The project will construct new westbound truck scales on I- <br />80 as well as braided ramps at the 1-80/SR-12E Interchange and <br />reconfiguration of the 1-80/Chadbourne Road Interchange. Responsibilities <br />included supporting Caltrans to prepare grant narrative write ups as well as <br />coordinating with the economic consultant for the preparation of the Cal B/C <br />model. <br />LIMONITE GAP CLOSURE PROJECT LPP APPLICATION, EASTVALE <br />Funding support and lead grant writer for a S13-1 Local Partnership Program <br />grant application for the project. The project constructs a new four -lane <br />roadway alignment with Class I multi -use paths and a 330-foot bridge over <br />Cucamonga Creek Channel. The grant application focused on how the project <br />supports economic development and housing needs by providing multimodal <br />access for vehicles, trucks, and non -motorized travel. <br />City Council 17 — 246 2/15/2022 <br />
