Attachment A - Joint Agreement for 800 MHz CCCS <br />Page 70 of 83 <br />Defines the System maintenance responsibilities and roles. The maintenance levels for the 800 <br />MHz Radio System and its subsystems shall be set to a standard to protect the overall <br />functionality and Integrity of the System for all users. <br />Operational Context <br />The 800 MHz CCCS System is a complex network of radio sites and equipment that require <br />highly trained engineering and technical personnel to constantly monitor the System and <br />intervene as required to prevent System failure and quickly restore the System should any <br />equipment experience failure. The CCCS Governance Committee has designated the Lead <br />Agency as the primary agency responsible for the maintenance of the System. Agreements <br />between the Lead Agency and maintenance contractors are at the Lead Agency's discretion, but <br />the Lead Agency is ultimately responsible for the System maintenance. <br />Recommended Procedure <br />Any maintenance issues affecting the System will be addressed and resolved by the Lead <br />Agency. The Lead Agency may, at its discretion, involve contract vendors in the process as <br />necessary <br />For emergency and urgent repairs, the Lead Agency may request and expect cooperation from <br />support resources (e.g. — support staff and/or parts) from other agencies to restore <br />equipment/systems to normal operation. <br />For day-to-day maintenance, the Lead Agency or its contract vendor shall maintain the <br />equipment. <br />Repair of any equipment not normally maintained by the Lead Agency requires the notification <br />and consent of the owning agency. <br />The Lead Agency and/or their contracted service providers are responsible for: <br />• FAA registrations, FCC ASR registrations and FCC licenses, ensuring that equipment is <br />properly licensed and copies of the licenses are posted at the sites as required by <br />regulations. <br />• Maintaining equipment within the limits of County of Orange FCC licenses. <br />• Notifying the responsible personnel of equipment and location issues that require <br />attention. <br />• Managing the inventory of the radio subscriber and infrastructure equipment. <br />• Ensuring that equipment at the tower sites that is not part of the System inventory shall <br />be clearly labeled to indicate agency ownership. <br />• Routine equipment maintenance logs are kept at the sites. <br />• Maintaining current copies of all as -built documentation at each site and at the Lead <br />Agency office. Lead Agency is responsible for ensuring the accuracy of all as -built data <br />related to the infrastructure equipment and any changes shall be immediately <br />documented. Lead Agency shall distribute the updated information as required. <br />• Coordinating, implementing and/or overseeing configuration changes affecting the <br />System infrastructure. <br />
