Comment No. 13 Comment is questioning the implementation of Program 12. The program is <br />intended to proactively reach out to 20 property owners per year for planning <br />period. Correction is included in "Housing Element Clarifications to the July <br />2022 Public Hearing Draft." <br />Comment No.14 Comment points out errors in the table. Correction is included in "Housing <br />Element Clarifications to the July 2022 Public Hearing Draft." <br />Comment No.15 Comment is questioning data related to percentage of Vietnamese -American <br />population in the City. Data is correct. Vietnamese -Americans make up <br />approximately 8 percent of the population. Table A-2 provides data on Asian <br />population in Santa Ana, not Vietnamese -Americans. Not all that identify as <br />Asian are Vietnamese -American. <br />Comment No.16 Comment is requesting text clarification on the number of Santa Ana residents <br />that are employed. The stated figure represents the total number of Santa Ana <br />residents that are employed. The difference between the stated figure and <br />the total population is not solely made up of unemployed individuals. Rather, <br />the difference also includes children and youth that are not employed, those <br />that are retired, and may also include those that are employed but that are not <br />part of the formal economy or that were not counted. <br />Comment No. 17 Comment is requesting stronger language be added in order to strengthen the <br />City's code enforcement efforts. The paragraph cited in Appendix B provides <br />a summary of the City's code enforcement efforts and procedures. It does not <br />provide policy direction as it relates to code enforcement. Staff recommends <br />maintaining the text as proposed. <br />Comment No.18 Comment is recommending that overcrowding be defined. Overcrowding is <br />defined under Appendix A, pages A-22 to A-23. The U.S. Census/Department <br />of Housing and Urban Development considers a household to be overcrowded <br />when there is more than one person per room, excluding bathrooms and <br />kitchens, and severely overcrowded if more than 1.5 occupants per room. <br />Comment No. 19 Comment recommends deleting text. Text will be deleted and a "Terms and <br />Acronyms List" will be included into the document. Correction is included in <br />"Housing Element Clarifications to the July 2022 Public Hearing Draft" <br />Comment No. 20 Comment highlights that site rezoning is not necessary. Yes, site rezoning is <br />not necessary since the City already has sufficient land zoned for housing and <br />will meet its RHNA through the current pipeline projects and projected <br />accessory dwelling unit. <br />Comment No. 21 Comment is questioning the number of distinct neighborhoods in the City. <br />The webpage referenced by the comment provides the number of distinct <br />neighborhoods found in the city, while page D-3 of the Housing Element <br />11 <br />
