There are 64 neighborhoods in the city, with 52 having <br />active neighborhood associations. <br />Comment No. 22 Comment is requesting that Program 15: Historic Neighborhood Preservation <br />in prior 2014-2021 Sth Cycle Housing Element remain in place for the 6th <br />Cycle. The prior Program 15 sought funding, the provision of low -interest <br />loans, and other incentives to encourage repair and maintenance of historic <br />homes. That program will not continue but the actions the program sought <br />to implement have been included under the new programs 1, 12 and 13. <br />Program 1 will provide grants of up to $25,000 for the repair and <br />rehabilitation of single-family and mobile homes, which owners of historic <br />homes can potentially quality for. Program 12 will continue the <br />implementation of the Mills Act, which will provide incentives for the <br />rehabilitation and maintenance of historic resources through reduced <br />propertytaxes. Program 13 seeks to establish new funding sources to provide <br />loans and incentives specifically for the rehabilitation of historic homes. <br />Additionally, Program 13 will seek to establish a fee reduction or waiver <br />program for low-income applicants to ensure equitable access and <br />participation in the Mills Act program. <br />Comment No. 23 Comment is disagreeing with the definition of overcrowding. The <br />overcrowding definition is a federal government definition. <br />Comment No. 24 Comment points out a text error on the header on page F-125. Correction is <br />included in "Housing Element Clarifications to the July 2022 Public Hearing <br />Draft." <br />12 <br />
