Dale Helvig
Resident, Santa Ana CA 92706
21. Page D-5, Item 4: According to the City website httos://www.santa-ana.org/our-neighborhoods/
there are 64 distinct neighborhoods, not 54.
22. Page D-10, Item 14, Historic Neighborhood Preservation. Request this program remain in place.
23. Page E-72: Overcrowding. Well, here is the City's definition of overcrowding: "A household is
considered overcrowded if there is more than one person per room and severely overcrowded if
there is more than 1_5 persons per room." In general, the federal Department of Housing and
Urban Development's Fair Housing Act recommends an occupancy limit of two people per
bedroom in rental units. So, the simplest answer to the question of how many people can live in
one two -bedroom apartment is: usually four. I understand where the one per room and 1.5 per
room comes from but I just don't buy it. Example: According to the City, a 2500 sq. ft.,
3-bedroom house, occupied by a young couple [2 people, one bedroom] with one child [one
bedroom], and 2 grandparents [2 people, one bedroom] living with them it is considered an
overcrowded situation.
24. Stay safe, stay healthy.
Respectfully,
Qk A.t
Dale A Helvig
Resident, Santa Ana
cc: Kristine Ridge
City Manager, Santa Ana
Sonia Carvalho
City Attorney, Santa Ana
Steven Mendoza
Assistant City Manager, Santa Ana
Minh Thai,
Executive Director, Planning
Fabiola Zelaya Melicher,
Manager, Planning
2022-07-18 Letter to City Council - Housing Element
Comment
No. 21
Comment
No. 22
Comment
No. 23
Comment
No. 24
