Response to Comments from Dale A. Helvig Letter Dated July 18, 2022 (6 pages) <br />Intro Comment recommends that changes be made to the Housing Element and <br />addresses concerns on the number of residents that provided comments. No <br />action needed. <br />Comment No. 1 Comment is questioning the definition of special -needs groups. Page 14 of the <br />Policy Framework does not define special -needs groups as commenter states. <br />Rather, it provides a summary of special -needs groups. Special needs are <br />those associated with specific demographic or occupational groups that call <br />for specific program responses, such as the development of units with larger <br />bedroom counts. The statute (Government Code Section 65583(a)(7)) <br />specifically requires analysis of the special housing needs of people who are <br />elderly or disabled (including developmental disabilities), female -headed <br />households, large families, farmworkers, and people experiencing <br />homelessness. People experiencing homelessness are considered a special <br />needs group. <br />Comment No. 2 Comment expresses concern and questions how the City will prohibit <br />smoking in multi -family developments. The City does not have any <br />regulations prohibiting smoking in multi -family developments. Through the <br />implementation of programs 18 and 45, the City will explore the feasibility of <br />adopting and enforcing a smoke -free ordinance. Ultimately, if determined <br />feasible, the ordinance would be presented to the City Council for <br />consideration. <br />Comment No. 3 Comment points out mathematical errors in Table A-1: Population Growth <br />Trends. These errors have been corrected and are included as part of the <br />"Housing Element Clarifications to the July 2022 Public Hearing Draft." <br />Comment No. 4 Comment is questioning population data. Data is correct and changes are not <br />needed. Multiple data sources and timeframes are being discussed in the <br />referenced paragraph. Non -Hispanic White population declined by 29 <br />percent from 2000 to 2010. Refer to the top of second paragraph on Page A- <br />3 for data range. The table covers different date ranges (2010 to 2020). <br />Comment No. 5 Comment is questioning language being used. Additional language to the first <br />paragraph on Page A-21 has been added to provide clarity. Refer to the <br />"Housing Element Clarifications to the July 2022 Public Hearing Draft." <br />Comment No. 6 Comment points out an error on prior draft. The error was corrected and the <br />revised text can be found on Page B-17 of the July 2022 Public Hearing Draft. <br />
