<br />Lisa M. Penna, PE, EASCE, QSD
<br />Principal -in -Charge
<br />Lisa M. Pen na, PE, FASCE, QSD, Vice President, Regional Director at Ardurra, brings broad experience
<br />in public works engineering, project and construction management. She has served in key technical
<br />and management roles in projects involving flood control, transportation, water, wastewater and
<br />environmental. Her experience includes planning, design, inspection, construction, and the development
<br />of short- and long-term capital improvement programs.
<br />Lisa has worked with numerous local agencies and water districts throughout Southern California. In
<br />addition, her experience includes conceptual planning, environmental studies, preliminary engineering,
<br />plans, specifications and estimates, and construction management of roadways, drainage and flood
<br />control, wastewater and urban runoff and hydraulic modeling. During her career, Lisa has engaged in the
<br />planning, design, and construction of millions of dollars in public works projects.
<br />Through Lisa's experience with local capital projects and project/program management, she is
<br />knowledgeable in NEPA and CEQA requirements, federal grant requirements, GreenBook and APWA
<br />standards and many public agency policies and procedures. She has actively participated in the Public
<br />Works education program at Santiago Canyon College in Orange, CA, where she has taught several courses
<br />and contributed to the development of the curriculum. Lisa served as Deputy City Engineer for the City
<br />of Seal Beach between 1993 and 1995, Assistant City Engineer for the City of Laguna Beach from 1998 to
<br />2000, as Deputy City Engineer for the City of Dana Point from 2000 to 2002, and as CIP Program Manager
<br />for Laguna Beach from 2009 to 2013 helping the City deliver more than $10 million in capital projects.
<br />RELEVANT EXPERIENCE
<br />Fountain Valley 15-Year Sewer CIP Phase 1 Planning, Phase 2 Design, Phase 3 Construction
<br />Management, City of Fountain Valley, CA. Principal-in-Charge/Project Manager responsible for the
<br />City's Year Two Sewer Capital Improvement Program planning, design and construction. TheYear 2 CIP
<br />projects include a total of 19 segments scattered throughout the City's service area. These 19 segments
<br />total approximately 5,300 LF of sewer reconstruction or repair and consist of approximately 2,350 LF
<br />of new sewers,1,700 LF of plastic liner, 950 LF of pipe bursting, and 300 LF of spot repairs. The Phase
<br />1 project scope of work analyzed the City's recently completed 15-year CIP to recommend projects to
<br />complete in FY 2010/11(year 2 of the CIP). The Phase 2 project scope of work included providing bidding
<br />assistance, engineering construction support, geotechnical investigation, survey and optional services
<br />associated with the preparation of traffic control plans and utility potholing.
<br />Ocean Avenue Alley Waterline and Sewer Replacements Project from Main Street to 1 st Street
<br />Design Services, City of Seal Beach, CA. Principal-in-Charge/Project Manager responsible for this
<br />$1.6-million project to prepare full design plans, specifications and cost estimates for alley pavement
<br />improvements and associated utilities
<br />Fountain Valley 15-Year Sewer Master Plan Supplement, City of Fountain Valley, CA. Principal-
<br />in-Charge/Project Manager responsible for this $3-million project to perform a condition assessment
<br />using CCTV inspection, update the City's GIS with current information and prepare recommended CIP
<br />improvements.
<br />On -Call Civil Engineering and Project Management, City of Long Beach, CA. Principal -in -Charge
<br />for this contract for municipal engineering services. Ardurra has provided plans, specifications and cost
<br />estimates for more than $15 million in public works improvements since 2009.
